ANGOLA - MINISTRY OF ENERGY AND WATER (MINEA)
   The Consultant must have the following qualifications and expertise:
• Master’s degree in Environmental Engineering, Environmental Sciences, or a related discipline.
• Minimum of 10 years of experience in environmental management for infrastructure projects, including at least 5 years in urban water supply, sanitation, or similar sectors.
• Proven track record in preparing and supervising ESIAs and EMPs in line with WB Safeguard Policies and Angolan Decree 51/04.
• Familiarity with WBG Environmental Health and Safety (EHS) Guidelines.
• Experience integrating environmental measures and OHS provisions into tender documents.
• Experience in capacity building and delivering technical training in E&S management.
• Proven knowledge of national environmental licensing procedures and permitting processes.
• Prior experience working with international financial institutions is required.
• Certification in OHS (e.g., NEBOSH, IOSH, OSHA) or ISO 14001/45001 is an asset.
• Strong coordination and interpersonal skills, ability to liaise with government, contractors, consultants, and affected communities.
• Fluency in Portuguese (written and spoken) and working knowledge of English is essential.
• Computer literacy.
