   1.General Requirements
(1)The Consultant shall provide valid Class A qualification certificate for building construction supervision or comprehensive Class A qualification certificate issued by the Ministry of Housing and Urban-Rural Development.
(2)The Consultant shall be independent legal entities and provide either valid business licenses or a copies of legal registration, as evidence that they have been established for no less than 5 years.
2.Joint Venture Requirements
(1)Maximum number of members in the Joint Venture (JV) shall be: 2 (Two).
(2)The Consultant shall submit only one Proposal, either in its own name or as a member of a Joint Venture (JV). If a Consultant (including any JV member) submits or participates in more than one Proposal, those Proposals shall be all rejected.
(3)If the Consultant is a JV, the Proposal shall include:
-a copy of the JV Agreement entered into by all members,
or
-a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal;
If the JV fails to submit this document, the other members will be considered as Subconsultants.
(4)Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.

3.The Consultant shall have the following experiences:
3.1 General Performance Experience
In the past five years (from January 1, 2020 to the proposal submission deadline, subject to the date of signing the contract), the Consultant as a single entity or a lead member in JV has undertaken at least one (1) similar consulting service contract in related to supervision and whole-process cost consulting services.
Consultant shall provide relevant certification materials for the above performance experience, including the copy of the contract, Notification of Award, etc. The copy of the contract shall reflect the name of the project, the work content, the contract amount, the date of signing the contract and the signature and seal page of the contract, etc.,
3.2 Special Performance Experience
In addition to meeting the requirements of the General Performance Experience,in the past five years (from January 1, 2020 to the proposal submission deadline, subject to the date of signing the contract), the Consultant as a single entity or a lead member in JV has at least 1 (one) similar consulting service contract in related to supervision and whole-process cost consulting services for civil works with a total investment amount no less than RMB 200 million (or equivalent amount in euros).
Consultant shall provide relevant certification materials for the above performance experience, including the copy of the contract, Notification of Award, etc. The copy of the contract shall reflect the name of the project, the work content, the contract amount, the date of signing the contract and the signature and seal page of the contract, etc...

4.Qualification Certificate: Consultants shall provide valid class A qualification certificate for building construction supervision or comprehensive Class A qualification certificate Issued by the Ministry of Housing and Urban Rural Development;

5.Quality Management System: Valid ISO 9001 Quality Management System certificate, Environmental Management System certificate, Occupational Health and Safety Management System certificate, and Information Security Management System certificate. Also, for consultants in China shall provide a screenshot of the above-mentioned query results from the National Certification and Accreditation Information Public Service Platform (http://cx.cnca.cn/ )
