   Qualification criteria are as follows:

(1)The Sole Bidder/All the partner of JV shall be an independent legal entity registered according to law. Foreign bidder shall provide a copy of Business License issued by the appropriate authority in their home countries; Domestic bidder shall provide copies of Business License qualified in the annual inspection held by Administration for Industry and Commerce, PRC.
(2)The Sole Bidder’s registered capital shall be not less than CNY 60, 000, 000.00 or the equivalent in Euro; For the JV, the leading partner’s registered capital shall be not less than CNY 60, 000, 000.00 or the equivalent in Euro.
(3)The average turnover of the past three years (2021-2023) of the Bidder shall be not less than CNY 85,000,000.00 yuan or the equivalent in Euro.
(4)The Sole Bidder/All the partner of JV shall provide the Audited balance sheet, profit and loss statement, cash flow statement and audit report for the last 3 years (2021-2023), which shall prove the current soundness financial position and indicate prospective long-term profitability of the bidder.
(5)In the past five years (Jan.1 2020 to present), the Bidder has completed one contract financed by loans from international financial organizations or foreign governments. 1)Copies of Notification of Award, 2)copies of relevant Contracts or Acceptance Certificates (Original for reference), and 3)contact information are required to be attached in the bid.
(6)1)The bidder shall have completed at least 3 similar information technology engineering projects within the past five years (January 1, 2020 - present), each with contract amount not less than CNY 30,000,000.00 or the equivalent in euros. 1)Copies of Notification of Award or the Winning Bid Announcement from a official website, 2)copies of relevant Contracts (Original for reference), and 3)contact information are required to be attached in the bid.
2)The bidder shall have completed at least 1 similar water (water conservancy) informationization projects or smart water management projects within the past five years (January 1, 2020 - present), each with contract amount not less than CNY 30,000,000.00 or the equivalent in euros. 1)Copies of relevant Contracts or Acceptance Certificates (Original for reference), and 2)contact information are required to be attached in the bid.

(7)1)The project manager assigned by the bidder shall be certified as Project Management Professional (“PMP”) or Information System Project Manager, and the certificate shall be in the validity period; or the project manager shall be certified as Information Technology Engineering Manager (domestic qualification certificate of the same level), and the certificate shall be in the validity period.
2) The bidder shall commit to signing a framework agreement with the meteorological department where the project is located within one month after receiving the "Notice of Award" and before the contract signing, to obtain refined meteorological data of the project site, and thus providing the necessary meteorological data for the development and operation of the software platform of the project;
3)The bidder is required to be certified by ISO 9001, ISO2770 or ISO37301.
