Minutes of Pre-Bid Meeting on 12 May 2025


1. The pre-bid meeting for the above mentioned project was held at 10:00 a.m local time at the conference Room of the EDTL, E.P. at 1.º Andar, Edifício de Caicoli, Av. Mártires da Pátria, Díli, Timor-Leste. This meeting was attended by representatives from DRDAC, PMU team, Procurment team and bidders.
2. Presentation emphasizing the salient features of the bidding documents was made and presented by Mrs. Ana Paula Galhós. The said presentations bidding document is marked as Appendix-1.
3. After the presentation, the bidders were requested to ask a questions.
4. The questions and answers portion of the pre-bid meeting preceded immediately. The question and answer are enclosed in Appendix-2.
5. The Bidder were informed that all the bidders concern will be issued as clarifications to all bidders who purchase the bidding documents.
6. The Bidders were informed that they could send their further clarifications in due course of time through E-mail. The request for clarification received not later than 10 days (13 May 2025) prior to the deadline for submission of bids (23 May 2025) will be responded.
7. The Meeting was concluded at 11.30.a.m.

1 Concerning to the eligible Bidder, in case of Joint Venture partner, our company intent to establish of Joint Venture, is it eligible? Yes, intent to establish Joint Venture is Acceptable accordance with ITB-4 and ITB 16.
2 May the bidders submit the proposals for lot 1 and lot 2 all in the one package? The bidder shall submit the proposal for each package in separate
3 The personnel/expert for the training, it supposed to be local or International? The Expert is either International or Local shall have Qualification as Trainer and shall have a certificate issued by professional institution.

All the relevant experience shall describe detailed in the submitted CV’s.
4 What is the prefer language to be used for the Training? The Languages to be used for training is Indonesian, Tetum and English.
5 If the similar contract value less than the tender document criteria? If, the similar contract value is less than minimum requirement, the bidder will only deserve the lowest score (please see the scoring system as defined in the bidding document), in order to get the good score, the bidder shall provide the similar contract value exceeds the minimum requirement.
6 50 working days enough for the materials production? The days given is sufficient to supply the material.
7 Please clarify for the Tap Connectors water proof 25-50mm using one bolt or two bolts? The Tap Connectors water proof 25-50mm using two bolts.
