In April 2003 the government gave approval to Peel Airports to construct an international commercial airport at the former RAF Finningley site near Doncaster. In light of this, the Contracting Authority is currently consulting on the construction of a road linking the new international airport with Junction 3 of the M18, which will run via Rossington. The Contracting Authority intends to procure the design, construction, financing and (possibly) maintenance of the proposed dual carriageway (four lanes in total) which will be approximately 5.5km in length and to 70 miles per hour standard. The work will involve the construction of approximately 30 structures including a 70m span 45 degree skew bridge across the East Coast Mainline. Depending upon the contractual and fnancial options chosen by the Contracting Authority, the successful provider's role may include: 1. Wide-ranging consultancy responsibities, project management support functions and possibily the procurement of certain sub-contracts (with the supervision of the Contracting Authority) during the development and procurement/implementation phases of the FARRRS project and the application process for Cabinet approvals; and 2. (Subject to the successful development and progression of the project) the subsequent construction of the highway and structures, and possibly, maintenance services for the road.

II.5) Estimated cost of work, excluding VAT: Between: 60,000,000 and
80,000,000. Currency: GBP.
II.8) Main terms of financing and payment: To be determined but expected
to be either under the UK Government's Private Finance Initiative or
another public/private partnership.
II.9) Other information: The Contracting Authority is currently
undertaking consultation in relation to the FARRRS project and, as part
of this consultation, will be conducting a market testing exercise
seeking the views of contractors on the potential contractual and
financial options for delivery of the project. Any such persons who would
like to participate in this market testing exercise should contact the
Contracting Authority before 12:00 noon British Summer Time (GMT+1) on 20
June 2005 requesting the relevant information on which to base their
comments and submission about the most appropriate contractual and
financial options for the FARRRS project.
PLEASE NOTE, THE INVITATION AT THIS STAGE IS FOR MARKET TESTING ONLY.
Going forward, potential contractors (including those who have responded
to the call for market testing) will be required to respond to a
subsequent Contract Notice (the publication of which will be subject to
the successful development and progression of the project) in accordance
with EU procurement rules and any requirements set out in therein.
II.6 The Contracting Authority currently anticipates that the works will
commence in 2009/2011.
All dates and monetary values estimated in this notice are subject to
change.
