Road Safety Project

GENERAL PROCUREMENT NOTICE

The Government of Vietnam has applied for financing in the amount of US$ 31.73 million equivalent from the World Bank toward the cost of the Vietnam Road Safety Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following:

1. Institutional and capacity building program. This program will consist of an integrated package of technical assistance (consulting services) to support project implementation and strengthen project implementing agencies. These consulting services will be subject to international competitive bidding.

2. Road safety demonstration and awareness program. This program will support the development and implementation of comprehensive safety programs along three high-risk national road corridors. Keys areas of procurement subject to international competitive bidding will include vehicles (patrol cars, light trucks, and motorcycles, and other misc. enforcement/safety equipment), vehicle inspection equipment, driver training and testing equipment, computers and other office equipment, printing services, medical supplies, and consulting services related to road safety education, training, and awareness building.

3. Road Safety Monitoring and Evaluation Program. This component will support development of the National Road Accident Database System and a comprehensive program of project corridor monitoring and evaluation. Both are subject to international competitive bidding.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, the People (Nhan Dan), and Vietnam News.
