This general procurement notice updates the one published in UN Development Business No. 604, dated April 16, 2003.

The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 27.3 million equivalent toward the cost of the Pension System Investment Project, and it intends to apply the loan proceeds to payments for goods and equipment, technical services, consulting services and training to be procured under this project.

The project will include the following components: (i) improvement of effectiveness and transparency of Croatia's system for reporting and enforcement of social contributions and personal income taxes, in particular for the new system of funded pensions, (ii) strengthening capacity in existing (Pension Institute) and newly established agencies (Agency for Supervision of Pension Funds and Insurance and Central Register of Affiliates) which manage different parts of the pension system to operate and regulate the new multi-pillar pension system. The goods to be procured under international competitive biding (ICB) procedures include:


Ratings/actuarial software

Application software

Computer/mainframe upgrade/LAN

Human resources software

Intranet components

Relational DB and business decision software

Back-up system software and IT infrastructure establishment

Procurement of goods financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, and January 1999).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business and in local newspapers.
