1. This invitation for Bids follows the general procurement notice for this project that appeared in Development Business issue No. 608 of June 16th, 2003.

2.The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of Ebonyi State Health Systems Development Project II and intends to apply part of the funds to cover eligible payments under the Contract (EB/HSDP/ICB/CW/001/2005) for the Upgrading and renovation of 4No Primary Health Care Centres in Amofia, Amuda, Ndiunuhu and Okpoto and Construction of Administration Block, Library Block, Laboratory Block, Academic Staff Office Building, Hostel Block, Class rooms Bore hole & overhead water tanks at School of Health Technology in Ebonyi State of Nigeria.

3.The Ebonyi State Health Systems Development Project II now invites sealed bids from eligible and qualified bidders for the construction and renovation of works listed below. The Renovation/Construction period is Three (3) months.

Lot 1 (a) Renovation of OPD/existing Building - Okpoto Health Centre. Lot 1 (b) Item i:Construction of Standard two compartment alternating V.I.P. Latrine
Item ii Construction of Generating House
Item iii Construction of Bottle Shaped Incinerator
Item iv Construction of Prototype Walkway Toilet/Bath/ Kitchen
Item v Construction of Placenta Pit
Bid security is N200,000

Lot 2: Construction of Prototype semi-detached one bedroom bungalow (3 apartment) – Nurses Quarter, bid security is N200,000 Okpoto Health Centre. Completion is 12weeks.

Lot 3:Construction of two bedroom bungalow – Doctors Quarter at Okpoto Health Centre, bid security is N150,000.

Lot 4 (a) Renovation of OPD/existing Building Amofia Health Centre, bid security is N200,000.

Lot 12: Completion of two bedroom bungalow – Doctors Quarter, at Amuda Health Centre, bid security, bid security is N150,000.
Lot 13: Construction of Administration Block - School of Health Technology, bid security is N300,000.

Lot 14:Construction of Academic Staff Office Building at the School of Health Technology, bid security is N250,000.

Lot 15:Construction of One Storey Hostel Building School of Health Technology, bid security is N1.2m.

Lot 16:Construction of Library Block at the School of Health Technology, bid security is N300,000

Lot 17:Construction of Class room Block at the School of Health Technology, bid security is N500,000.

Lot 18:Construction of Laboratory Block at the School of Health Technology, bid security is N300,000.

Lot 19:Drilling of Bore hole, Provision & installation of 2No 10,000 Liters overhead tank at the School of Health Technology bid security is N150,000.

Lot 20: Connection from the main water supply and provision and installation of 1No 10,000 Litres overhead tank at Okpoto Health Centre, bid security is N100,000.

Lot 21:Drilling of 1No Bore hole and provision and installation of 1No 10,000 Litres overhead tank at Okposi and Amuda PHC 2bid security is N100,000.

4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank Guidelines: Procurement under IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Document.

6.Qualification requirements include: a copy of the company profile containing details of personnel and equipment, magnitude of jobs done in the last five years and the company must be duly registered and incorporated with appropriate body. A margin of preference for eligible national contractors shall be applied.

7.A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee of N20,000.00 (Twenty thousand Naira only) or USD150 (One hundred and fifty United States Dollar only). The method of payment will be in cash or certified bank draft. The Bidding Document should be collected by hand from the Project office of Ebonyi State Health Systems Development Project II or sent by courier service on request.

8.Three (3) copies completed bids (1 Original and 2 photocopies) must be delivered to the address above on or before 11.30am, July 13, 2005. Electronic bidding shall not be permitted. Late bids will be rejected.

9.Bids shall be valid for a period of 120 days after Bid opening and shall be accompanied by a Bid Security as contained in paragraph 3 above

10.Qualified domestic contractors may be eligible to receive a margin of preference of 7.5% in Bid evaluation.

11.Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at Conference Hall, Ebonyi State Health Systems Development Project –II, No 1 World Bank Avenue, Presco Junction, Abakaliki, Ebonyi State of Nigeria by 11.30am on July 13 , 2005.
