6. Contract description: The subject of the contract is the supply,
installation and commissioning of ICT hardware, and auxiliary equipment,
peripherals with consumables, data networking and cabling passive network
components, active networks components, software, the supply of PC
peripherals and consumables and computer furniture for 1 000 primary and
preparatory schools and five governorate level departments of the
Ministry of Education (MoE), spread over 15 governorates in Egypt, i.e.
Qalabia, Gharbia, Sharkia, Kafr El Sheikh, Behaira, Dakahlia, Domiatta,
Ismailia, Fayoum, Beni Suef, Menia, Sohag, Qena, Luxor and Aswan. The
contract includes the training of school-based technicians (two per
school) and 17 System Administrators.
7. Number and titles of lots: Lot No - Description of the contract/type
of product:
1-5 - Each of the five lots will entail the delivery, installation and
commissioning of computers, servers, stabilizers, UPS, operating systems
and anti-virus software as well as data networking and cabling to 200
regionally clustered selected primary and preparatory schools and
governorate level departments of the Ministry of Education (MoE). Each
lot will also include introductory training of 400 school-based
technicians in the use of the equipment, and 17 system administrators.
6 - Delivery of PC peripherals and consumables for 1 000 schools and
governorate level departments of the Ministry of Education (MoE).
7 - Delivery of computer furniture for 1 000 schools.
Terms of participation
8. Eligibility and rules of origin: Participation is open on equal terms
to all natural and legal persons (participating either individually or in
a grouping (consortium) of tenderers) of the Member States of the
countries and territories of the regions covered and/or authorised by the
Regulation or other specific instruments applicable to the programme
under which the contract is financed (see also item 21 below). All goods
supplied under this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must submit a statement to the
effect that they are not in any of the situations listed in point 2.3.3
of the Practical Guide to contracts procedures financed by the general
budget of the European Communities in the context of external actions.
10. Number of tenders: Tenderers (including firms within the same legal
group, other members of the same consortium and subcontractors) may
submit only one tender(s) for one or more lots. Tenders for parts of a
lot will not be considered. Any tenderer may state in its tender that it
would offer a discount in the event that its tender is accepted for more
than one lot. Tenderers may not submit a tender for a variant solution in
addition to their tender for the supplies required in the tender dossier.
11. Tender guarantee: Tenderers must provide a tender guarantee of 2 %
of the tender price when submitting their tender. This guarantee will be
released to unsuccessful tenderers once the tender procedure has been
completed and to the successful tenderer(s) upon signature of the
contract by all parties. This guarantee will be called upon if the
tenderer does not fulfil all obligations stated in its tender.
12. Performance guarantee: The successful tenderer will be asked to
provide a performance guarantee of 10 % of the amount of the contract at
the signing of the contract. This guarantee must be provided no later
than 30 days after the tenderer receives the contract signed by the
contracting authority. If the selected tenderer fails to provide such a
guarantee within this period, the contract will be void and a new
contract may be drawn up and sent to the tenderer which has submitted the
next best compliant tender.
13. Information meeting and/or site visit: No information meeting and/or
site visit is planned.
14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders.
15. Period of execution: Action - Time Frame - Responsibility:
Contract signature - within 30 days after notification of award of
contract
Shipment and delivery to port for supplies and necessary documentations -
within 60 days from commencement date - Supplier
Customs clearance - within 15 days from arrival to port - Supplier
Delivery to the school sites and the Governorate level Departments of the
MoE:
- Lots 1 to 5 - within 150 days from commencement date - Supplier
- Lot 6 - within 120 days from commencement date - Supplier
- Lot 7 - within 120 days from commencement date - Supplier
Installation and, for lots 1 to 5, system integration networking,
training in use:
- Lots 1 to 5 - within 60 days from delivery - Supplier
- Lot 6 - no installation is required (it will be done by suppliers in
charge of lots 1 to 5) - Supplier
- Lot 7 - upon delivery - Supplier
Inspection and testing and provisional acceptance - within 30 days after
the supplies are delivered, installed, system integrated, operational
and, in the case of lots 1 to 5, staff trained in use by the supplier -
PPMU technical Committee and, when system integration and networking are
required (lots 1 to 5), the supplier representatives
Warranty period - 12 months after provisional acceptance - Supplier
Final acceptance - 12 months after provisional acceptance - PPMU.
Selection and award criteria
16. Selection criteria: Tenderers have to prove that they fulfill the
following criteria:
Economic and financial standing of candidate:
- The average annual turnover of the tenderer, or each consortium member
in case a consortium is formed, over the last three years shall be a
minimum of three times the total offer value of the lots offered.
- The average of the annual operating profit of the tenderer, or each
consortium member in case a consortium is formed, over the last three
years has to be positive.
Technical capacity:
- A minimum level of four years of experience in manufacturing /
authorised agent / authorised distributor in similar type of goods.
- At least three projects where the tenderer has provided similar items
during the last five years.
- A statement by the tenderer attesting the origin of the supplies
tendered (or other proofs of origin) and a Manufacturer ISO 9000
certification or equivalent.
The candidate must provide evidence that he has an authorised agent for
warranty maintenance facilities in Egypt.
17. Award criteria: The cheapest price among technically compliant
tenders.

from the contracting authority (see address below). Tenders must be
submitted using the standard tender form included in the tender dossier,
whose format and instructions must be strictly observed.
