This opportunity is limited to Canadian consultants. The World Bank has received a grant from the Canadian International Development Agency (CIDA) for power sector work in Africa and intends to apply part of the proceeds of this Grant for payments to undertake a study on public goods benefits from hydropower development and options financing and implementation arrangements for regional hydropower generation options in the Nile Equatorial Lakes region.

This consultancy is part of the World Bank’s internal analysis in its support to the client countries in their preparation of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP) , which is one of the two subsidiary investment programs of the Nile Basin Initiative.

The scope of work will be divided into three components, and include the following activities:

1. Assessment and quantification of public goods and economic benefits from hydropower development. This will entail making estimates of the economic benefits associated with implementation of the two to four hydropower projects short listed in a recently undertaken Strategic/Sectoral Social and Environmental Assessment of Power Development Options.

2. Implementation arrangements of regional hydropower project. The consultants will conduct an analysis of different possible ownership arrangements and power sales options for regional hydropower projects and make proposals for structures needed for implementation, operation and management two to four selected hydropower projects.

3. Financial arrangements. The consultants will elaborate on specific issues pertaining to financing of hydropower projects and associated transmission network including a a generic model on how to structure and finance a regional hydropower/multi-purpose project in the Nile Equatorial Lakes Region.

The consultancy is expected to begin in June 2005 and be concluded by December 2005.

The WORLD BANK now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc). If the consultant is an individual, the consultant needs to be a Canadian citizen. If the consultant engaged is not an individual, the firm or other entity engaged will either (i) be incorporated or registered in Canada, or (ii) have its principal office in Canada. The firm or entity may subcontract an aggregate amount up to 25% of the amount of the contract to subcontractors who are not citizens of Canada.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank, January 1997 (revised September 1997, January 1999 and May 2002).
