1. This invitation for bids follows the General Procurement Notice for this project that appeared in Development Business, issue no. 493 (Article ref. WB896-493/98) 31 August 1998 and 16 October, 2002 and 23 November 2003 General Procurement Notice on 31 August, 2001 in El Gomhoria newspaper and on 1 September, 2001 in Al Ahram newspaper and on 16 October, 2002 in El Gomhoria and Al Ahram newspapers and on 23 November 2003 in El Gomhoria and Al Ahram newspapers.

2. The Ministry of Health and Population – Sector for Technical Support and Projects (STSP) has received a Credit from the International Development Association towards the cost of the Health Sector Reform Program (HSRP), and intends to apply part of the proceeds of this credit to payments under the contract for Medical & Non Medical Equipment Bid # 45/Goods/WB/ICB/2004.

3. The Ministry of Health and Population – Sector for Technical Support and Projects (STSP) now invites sealed bids from eligible bidders for the supply of Medical & Non Medical Equipment in Alexandria & Menofia Governorate. These are to be provided in the following Lots:

Lot 1 X-Ray
Lot 2 Medical Set
Lot 3 Instrument
Lot 4 Non Medical Equipment

The supplier will be responsible for delivery, installation and initial setup of the equipment (ensuring operational status) for each lot at sites.

The Supplier should have minimum 5 years experience as a manufacturer / authorized agent / authorized distributor for the similar type of goods.

Any supplier or his agent should have a certified services and maintenance center for the provision of after sales services and maintenance setup in Egypt.

4. Bidding will be conducted through the international competitive bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Ministry of Health and Population, Sector for Technical Support and Projects (STSP) and inspect the bidding documents at the address given below from 9:00 am – 3:00 pm local time (Sunday to Thursday).

6. Qualifications requirements include:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): copies of its audited financial statements (must be positive) for the past three fiscal year.

(b) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement:

- A minimum level of Five (5) years of experience in manufacturing / authorized agent / authorized distributor in a similar type of goods for which the Invitation for Bids is issued.

A margin of preference for eligible national contractors shall be applied, as appropriate. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 500 EGP ( Five Hundred Egyptian Pounds only) or in US$ 100 (hundred US Dollars only). The method of payment will be cash or certified check payable to the Ministry of Health and Population – Health Sector Reform Program. Add fee US$ 20 to send the bid documents by Courier.

8. Bids must be delivered to the address below at or before 8/5/2005 at 12:00 noon. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person. All bids must be accompanied by a Bid Security valid for 150 days from the bid opening date a follows :

or an equivalent amount in a freely convertible currency (date of exchange rate is 10 days prior to Bid Opening Session). Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at Time: 12:00 noon (Local Time) Date: Sunday 8/5/2005.


Note:
· Bid security, Advance payment and the Performance guarantee should be confirmed through correspondent bank in Egypt.

· Bid Form and Price Schedules (section VI in the Bidding Document) must be filled for each submitted lot separately.

· Maximum of two partial shipment are allowed for each lot.
