CONTRACT NRC-A3 "Clean-up of Nura River and Zhaur Swamp"

The present Invitation to Prequalification follows the General Procurement Notice with regard to this Project advertised in “Development Business” on April 24, 2003.

The Republic of Kazakhstan has received a loan from the International Bank for Reconstruction and Development (IBRD) for the “Nura River Clean-Up” Project and intends to apply part of the proceeds of this loan to payments under the contract NRC-A3 "Clean-up of Nura River and Zhaur Swamp". The contract will be co-financed by the Government of the Republic of Kazakhstan. The bidding will be held in line with the guidelines and procedures of the World Bank.
The main assignment is the excavation of polluted soils and ashes in the amount of approximately 2 million m³ and the transport to a proposed landfill site. The main pollution is located along a 30 km stretch of the Nura river, downstream of Temirtau. The main quantities are at river banks, but also include river bed sediments, polluted spots at the flood plains and parts of the Zhaur swamp.
(i) a detailed pre-excavation investigation program to verify exact location and volumes of excavation;
(ii) Preparation of working documentation;
(iii) final design and construction of temporary dams and channels/ pipelines to divert the river;
(iv) ) establishment of black zones and construction of temporary transfer stations and access roads
(v) removal of vegetation, temporary storage and reuse of bush material for re-cultivation and river bank stabilization;
(vi) excavation of polluted material (dry and wet) and transport to transfer station under specified moisture conditions;
(vii) load material on large trucks and transport under specified surveillance to the proposed landfill site at Apan, near Temirtau which will be constructed under another contract;
(viii) re-cultivation of the river banks and backfilling of excavation spots, after the clean-up success has been certified by the Supervision Engineer;
(ix) removal of temporary structures.

The construction period will be 2 years in total, but works are limited to about 6 months per year due to river flow and weather conditions.

The Committee for Water Resources of the Ministry of the Agriculture (MOA) of the Republic of Kazakhstan intends to hold prequalification of Contractors and/or firms to undertake the activities described above. It is planned to make the invitation to Bid in April 2005.

Prequalification will be carried out using prequalification procedures set forth in the World Bank document “Guidelines: IBRD Loand and IDA Credits Procurements”, January 1995 (revised in January and August 1996, September 1997 and January 1999), and is open for all eligible countries’ Bidders as is specified in the Guidelines.

Interested eligible Bidders can obtain further information and study prequalification documents in the Committee for Water Resources of the MOA of RK (see the address below) from 9.00 a.m. till 04.00 p.m.

The full prequalification documents package in English can be obtained by interested Bidders following the submission of the written application and payment of a nonrefundable fee at the address below.
