REPUBLIC OF CROATIA

HEALTH SYSTEM PROJECT

Supply and installation of an Upgraded IT System for the Health Service System in Koprivnica-Križevci County

Loan No. 4513-HR

Contract No./Bid No. IFB No. II-19-1-ICB


1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, of August 31, 1999, update of September 30, 2002, and September 30, 2003.

2. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development toward the cost of Health System Project, and it intends to apply part of the proceeds of this loan to payments under the contract no. II-19-1-ICB for Supply and Installation of IT System for the Health Services system in Koprivnica-Križevci County. The current closing date for the loan is June 30, 2005.

3. The Ministry of Health and Social Welfare as the implementing agency for the project now invites sealed bids from eligible Bidders for Supply and Installation of an upgraded IT System for the Health Service System in Koprivnica-Križevci County, consisting of Health Insurance Institution, Public Health Institution, General Hospital “Dr. Tomislav Bardek” in Koprivnica (400-bed hospital), and three Public Health Centers (Koprivnica, Križevci and Đurđevac).

The upgraded IT System includes IT hardware, application software, installation and integration of system, training of the end-user staff, and maintenance in warranty period.

The IT system is grouped in two lots and comprises a complete system. Bidders are invited to submit bids for the complete system (i.e. Lot 1 and Lot 2). Incomplete bids (i.e. only for some of the items or one of the two lots) will be rejected as non-responsive.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines (January 1995; Revised January and August 1996, September 1997, January 1999) that meet the following minimum qualification criteria:

(a) that it has the financial, technical, and production capability necessary to perform the Contract, meets the qualification criteria specified in the BDS, and has a successful performance history.
(For the purposes of establishing a Bidder’s qualifications, and unless stated to the contrary in the BDS, the experience and / or resources of any Subcontractor will not contribute to the Bidder’s qualifications; only those of a Joint Venture partner will be considered.)

(b) that, in the case of a Bidder offering to supply those key goods components of the Information System identified in the BDS under the Contract that the Bidder did not itself manufacture or otherwise produce, the Bidder has been duly authorized by the Manufacturer or producer to supply those components in the Purchaser’s country. (This will be accomplished by submission of Manufacturer’s Authorization Forms, as indicated in the section entitled Sample Forms); and

(c) that, in the case of a Bidder not doing business within the Purchaser’s country, the Bidder is or will be (if awarded the Contract) represented by an Agent in that country who is equipped and able to carry out the Bidder’s maintenance, technical support, training, and repair obligations prescribed in the General and Special Conditions of Contract, and/or Technical Requirements.

5. Interested eligible bidders may obtain further information from the Project Management Unit and inspect the bidding documents at the address given below from CET 9:00 a.m. to 12:00 p.m. Zagreb time, on working days.

6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of HRK 1.400 or USD 250. The method of payment will be direct payment to specified account no. 2390001-1500001797 for payments in HRK or account no. 7020-840-4489 in the Raiffeisen Bank Austria d.d. Zagreb (Swift code: RZBHHR2X) for payments in USD. The document will be sent by airmail for foreign delivery and surface mail for local delivery.

7. Bids must be delivered to the address below at, or before 13:00 p.m. Zagreb time, February 28, 2005. All bids must be accompanied by a bid security of HRK 120.000 (one hundred and twenty thousand), or an equivalent amounts in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 13:00 p.m. Zagreb time, February 28, 2005.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
