SHANGHAI URBAN ENVIRONMENT PROJECT – APL2

GENERAL PROCUREMENT NOTICE

The Government of the People's Republic of China has applied for a loan from the World Bank in various currencies equivalent to about US$ 700 million and intends to apply the proceeds to finance a part of the Shanghai Urban Environment Project. Lending will be made through an Adaptable Program Loan (APL) in three tranches, APL 1, 2 and 3, of about US$ 200 million, US$ 220 million and US$ 280 million respectively. This General Procurement Notice is placed in connection with APL 2.

The objective of the overall project is to enhance the economic, financial, trade and manufacturing stature of Shanghai, assisting it in becoming a sustainable global competitive city-region and an international economic, financial, trade and shipping center at the heart of the important Yangtze Delta Economic Region. Works, goods and services are proposed for procurement under the loan, in support of institutional and financial policy reforms. APL1 is currently under implementation. This notice is in connection with APL2.

The APL2 project, for which a loan of about $180 million is expected, would comprise a series of environmental infrastructure investment, including the following:

Shanghai Urban Environment Project APL 2 (2005-2009)
1) WASTEWATER MANAGEMENT COMPONENT
This component would mainly comprise: a) Shanghai Northwest Area Drainage Catchment Management, including construction of a new wastewater conveyor and collector system to serve the area; b) Large scale wastewater sludge management, stabilization and disposal facilities at the existing Bailonggang Wastewater Treatment Works and Zhuyuan Wastewater Treatment Works.

2) WATER SUPPLY COMPONENT
This component would mainly comprise: a) rehabilitation and incorporation of advanced water treatment process at the Changqiao Water Works and Minhang Water Works, b) water supply network extensions include a rehabilitation program for the neighourhood water supply network; and c) the first phase of a program for in situ renewal of old water mains in the core city area.

3) SOLID WASTE MANAGEMENT
This component would mainly comprise: a) closing of Sanlin Tang, Gucun and Minhang existing landfills & municipal waste dumps; b) a solid waste management information system (MIS); and c) domestic waste separation, transfer facilities and trucks.

4) DISTRICT FINANCING VEHICLE (DFV) COMPONENT
This component mainly includes district level environment infrastructure investment projects financed through a DFV.

5) Institutional Strengthening and Training (IST)
This component would support management improvement, capacity building, and strategic studies.

APL 2 is appraised in early 2005. Invitations for bids will be advertised in the local, national and international press as appropriate, before the release of bid documents for procurement in accordance with the current World Bank procurement guidelines (May 2004). Consultants will be selected in accordance with the guidelines of the World Bank. Invitations for prequalification of contractors for large works would be issued in due course, as appropriate. Retroactively financed contracts for priority works and other components may be invited shortly under national and/or international competitive bidding procedures.
