CONSULTANT SERVICES (FIRM)
to DEVELOP PROJECT DOCUMENTATION FOR MULTI-FUNCTIONAL-MULTIMEDIA TRAINING FACILITIES (MMTF) AND SUPERVISION OF IMPLEMENTATION EQUIPMENT IN MMTF

for the State Geodetic Administration


1. The Republic of Croatia has received a US$7.3 million loan from the International Bank for Reconstruction and Development, and intends to apply part of the proceeds of this loan for payments under the contracts related to establishment of the Multi-Functional-Multimedia Training Facilities (MMTF) in the State Geodetic Administration (SGA). The central and regional MMTFs will provide SGA with training facility which will support different kinds of events such as: trainings, workshops, seminars, round tables, press conferences, meetings, presentations, video-conferences, etc.

2. Within this framework, SGA is seeking a consulting firm to evaluate the existing premises, prepare project documentation for five MMTF, assist with the procurement of goods and services related to the establishment of MMTFs, and assist SGA with the supervision of installation and inspection/acceptance processes. It is planned to engage one consulting company between December 2004 and June 2005. The assignment is estimated at about 110-120 man days.

3. The firm should have a record of demonstrated experience (at least 5 projects for each area) in the following areas: design of multimedia classrooms with similar technical possibilities as mentioned in project assignment, design of structural cabling systems, design of local area networks and communication systems, and preparation of technical documentation for tenders and technical evaluation of bids. Within the consultant’s team, an engineer must have endorsement of Croatian Camber of Architect and Engineers in Construction, or adequate document from the same body. The consultant should be able to communicate and write clearly in English and Croatian languages.

4. The State Geodetic Administration now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, CVs of the key staff to be involved in the assignment,). Consultants may associate to enhance their qualifications. This Request for Expression of Interest will lead to the preparation of a Short List.

5. Consultants for the assignment will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999).

6. The selection process will follow the Selection Based on Consultants Qualifications of the above mentioned guidelines.

7. The selected consultant, including consultant’s personnel, sub-consultants and sub-contractors will not be eligible for participating in the tender for supplying equipment for establishment of MMTF facilities.

8. Interested consultants may obtain further information from background documents at the address below from 8 a.m. to 4 p.m. (Monday through Friday).

9. Expressions of interest must be delivered to the addresses below by December 31st, 2004.
