CAPACITY BUILDING FOR ECONOMIC MANAGEMENT PROJECT (CBEMP)

Request for Expression of Interest

Credit No. 3555GM
This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 565 of 31st August 2001.
The Gambia has received a credit from the International Development Association and intends to apply part of the proceeds to payments under the contract for the above consultancy.
The terms of reference (TOR) includes:
1. The CG shall establish and operationalize the GRA based on the provisions of the GRA Act. Key steps include:

(a) Prepare and execute a work plan for implementing the RA

(b) Determine a target date for when the GRA will be effective

(c) Review and finalize organizational structure, prepare draft functional statements for all the major organizational components, and prepare draft position descriptions for the major headquarters positions

(d) Develop a sensitization strategy for informing the public of the change in tax administration, such as through pamphlets, public notices, and the media

(e) Develop a preliminary budget for the Revenue Authority, including a pay and incentive scheme

(f) Establish a human resource management system, including for filling new positions through new hires and transfers from existing revenue agencies, and for staff training

(g) Upgrade IT capacity

2. The CG shall be responsible for the day-to-day operations of the GRA, including the management of the funds, property, and business of the GRA.

3. He or she shall be responsible for the administration, organization, and control of the GRA;

4. He or she must ensure the effective administration and implementation of the
provisions of the Gambia Revenue Authority Act, 2004;

5. He or she is expected to work closely wit the commissioners of Customs and Taxes to
ensure transfer of expertise during the course of his tenure.

6. The CG is expected to consult where necessary, the Secretary of State for Finance and
his staff, discuss and agree on revenue targets. It is the responsibility of the CG to put
the right mechanism in place to ensure that agreed targets are met.

The Project Coordinating Unit of the CBEMP now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.). Contracting with an Individual Consultant is contemplated.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999, May 2002).
Expressions of interest must be delivered by mail, fax or e-mail to the address below by Wednesday 14TH December, 2004 noon GMT, with the consultancy title clearly identified on the submission.
