REQUEST FOR EXPRESSION OF INTEREST

This Request for Expression of Interest follows the General Procurement Notice appeared in UN Development Business No.630 dated May 16, 2004.

The Kyrgyz Republic has received a Grant from the International Development Association towards the cost of the Disaster Hazard Mitigation Project (DHMP) and recently the Asian Development Bank approved a Grant towards the cost of the Reducing Vulnerability of the Poor to Natural Disasters Project (RVPND). With this joint financing one consulting team will be recruited to assist with the implementation of the disaster preparedness and monitoring component of the projects.

The Disaster Preparedness and Monitoring Component of the DHMP comprises institutional changes and capacity building at central and regional level, both of the Ministry of Ecology and Emergencies (MEE) and regional authorities. The project intends to make major changes to the administrative, operative, and technical capacities of these agencies, so that they will be better able to evaluate, analyze, and respond to disasters. There will also be major awareness training at village level, so that the local population is better prepared against and able to respond to disasters. The project will work in Mailuu-Suu and in a number of landslide areas throughout the country, but mainly in the Kyrgyz part of the Ferghana Valley.

The objective of the RVPND is also to improve the capacity of the national and local authorities in the Kyrgyz Republic for reducing the vulnerability of the country’s poor to frequently occurring natural disasters as floods, landslides, earthquakes, mudslides, and avalanches. This Grant for the RVPND project also has a major capacity building component in the Ministry of Emergency.

In this connection, MEE (implementing agency) intends to apply part of the proceeds of these grant to payments under the contract for providing of consulting services in field of Capacity Building and Training for the following works:

(i) Review the current functions of MEE and other national and regional administrative agencies involved in disaster hazard management and response, and develop a National Management and Response Plan;
(ii) Review existing legislation and regulations governing disaster affairs and civil defense, and support the drafting of necessary legislation, if necessary, and regulations for the implementation of the National Management and Response Plan;

(iii) Improve the national system for disaster management, preparedness, and response that can be administered and implemented effectively by national and sub-national authorities, and local communities;
(iv) Assist in the acquisition of communication and other technologies at central, oblast and about ten key raion offices of MEE, as well as the equipping of a proper GIS Center and Emergency Response Center in Bishkek, for use in both disaster response and recovery efforts and in planning and designing hazard mitigation projects.
(v) Improved Planning and Decision Making for Natural Disasters on the result of socio-economic study of the impact of natural disasters on the national and local economies, in particular for the countries poor;
(vi) Enhance the capacity of MEE and government agencies in issues of relocating the poor population from disaster- prone areas;
(vii) Develop modern real-time systems to detect and warn against active landslide movements in key hazard areas, and provide equipment for seismic measurements;
(viii) Engineering, geological and hydrological surveys of the stability of the Kutman-Kul dam body and design of a proper monitoring system;
(ix) Design and implementation community-based disaster management pilot projects in selected disaster prone areas; and
(x) Technical, social and environmental audits of project achievements.

A team of international and national consultants with varying expertise (including institutional specialist, training specialist, socioeconomic expert on the natural disasters risk assessment, technical expert on communication and technologies, seismic specialist, specialist on engineering geology, geotechnical specialist, GIS specialist, environmental expert, and lawyer) will be recruited for the development of improved disaster hazard preparedness, management, and response capacity in the Kyrgyz Republic. In order to strengthen Kyrgyz experts’ capacity in design of monitoring and warning system, training of NGOs and pilot project management, maximum involvement of local specialists in the consultant’s team professional staff is expected. The location of the assignment will be Bishkek, and the working areas are oblasts of Chui, Issyk-Kul, Jalal-Abad, and Osh.

The Project Implementation Unit of MEE now invites eligible consultant firms to indicate their interest in providing such services. Interested consultant firms must provide information indicating that they are qualified to perform the services (CVs, brochures, description of similar assignments, experience in similar conditions). Consultants may associate to enhance their qualifications. It is expected that the period of assignment be up to four years.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, and ADB’s Guidelines on the Use of Consultants. The method of selection is Quality- and Cost-Based-Selection (QCBS). Expressions of interest must be delivered to the address below by close of business on December 1, 2004. It is desirable to receive expressions with a Russian translation to expedite its review by the non-English speaking personnel of the Ministry, but failure to submit a translation will not have any impact on the selection of the shortlist.
