Abstract:   Bradford Building Schools for the Future Programme. The contracting authorities are seeking a private sector partner or partners to participate and invest in a new Public Private Partnership vehicle (a 'Local Education Partnership' or 'LEP') to be established jointly with some or all of the contracting authorities. The LEP will provide (or arrange for the provision of) 'Partnering Services' (to include but not limited to the development of a strategic investment programme for educational facilities ('Relevant Facilities') in the contracting authorities' area, strategy advisory services, programme management and project development services, procurement consultancy services, procurement of all services required to deliver the investment programme (including through the provision, integration and management of supply chain arrangements) such services including architectural, engineering, construction, technical and building services, information communication and technology ('ICT') and educational support services, education programme development and educational strategy services,) for a total period of up to 15 years. The LEP will also provide itself or manage the provision (through supply chain arrangements) of a mixture of new build and refurbished Relevant Facilities under Private Finance Initiative (PFI) and design and build arrangements which may include delivery of hard and soft facilities management, ICT services and management and support services . This may include provision of the Relevant Facilities through separate SPVs established by the LEP and with which some or all of the contracting authorities will contract. The LEP may also be required to provide (or arrange for the provision) and/or management and/or integration of Partnering Services, design and build and construction contracts, facilities management services, support services and ICT services (this list is not exhaustive) where the contracting authorities' existing arrangements are either transferred or expire. The contracting authorities may contract directly with the LEP, an SPV established by the LEP or, in limited circumstances, the LEP's supply chain members. Phase 1 of the programme is for 3 new build Secondary Schools under the Government's Private Finance Initiative scheme.

II.1.6) Description/object of the contract: The contracting authorities

II.2.1) Total quantity or scope: The estimated capital value of the
inital projects covered by this Procurement is in the region of 75 000
000 GBP, coverning
3 new build schools and ICT provision. The total estimate of value for
the whole period of the contract is potentially 400 000 000 GBP.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: The contracting authorities
reserve the right to require deposits, guarantees, bonds or other forms
of appropriate security.
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: Some projects may be delivered using the UK
government's private finance initiative (PFI).
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: The
contracting authorities are seeking a private sector partner or partners
to participate and invest in the LEP which will take
responsibility for and manage a supply chain of providers. The
contracting authorities reserve the right to require groupings of
contractors to take a particular legal form or to require a single
contractor to take primary liability or to require that each party
undertakes joint and several liability irrespective of the form of the
LEP. This may include the LEP establishing a special
purpose vehicle for the delivery of specific projects.

contracting authorities (and their statutory successors and organisations
created as a result of re-organisation or
organisational changes): Partnerships for Schools, Bingley Grammar School
(VA), Feversham College (Muslim
Association), Church of England Diocese, Roman Catholic Diocese of Leeds
and Bradford and Learning & Skills Council.

Section 1.1 - The City of Bradford Metropolitan District Council is
acting as lead contracting authority on behalf of the following
contracting authorities (and their statutory successors and organisations
created as a result of re-organisation or organisational changes):
Partnerships for Schools, Bingley Grammar School (VA), Feversham College
(Muslim Association), Church of England Diocese, Roman Catholic Diocese
of Leeds and Bradford and Learning & Skills Council.
Partnerships for Schools is the non departmental public body established
by the Department for Education and Skills to
implement the BSF initiative. More information on the BSF initiative is
set out in the memorandum of information and strategic
business case available from the address shown in 1.1.

Section 1.1.5 - Additional types of contracting authorities are Central

Section II.1.10 - Variants will be accepted in addition to a compliant
bid (as set out in the Invitation to Negotiate) providing the
contracting authorities' core requirements are met and provided they are
in accordance with the invitation to negotiate
documents.
Sections II.2.2 and II.3 - The partnering contract between the private
sector partner and the contracting authorities will be for a
period of 10 years commencing in January 2006 with an option to extend
for a further 5 years.
The term of any design and build, PFI, facilities management, management
services or ICT agreements or other agreements
flowing from the partnership may extend beyond this period.
Section IV.3.2 - The PQQ and information memorandum are available upon
request from the address specified in section 1.1 or by registering on
and downloading the document from www.counciltenders.net from the date of
despatch of this notice to 6th December 2004. The www.counciltenders.net
portal will be used through the procurement process.
It is anticipated that Pre-liminary Invitation to Negotiate documents
will be sent to long-listed bidders by 17 December 2004.
Section IV.3.3 - Expressions of interest must be by way of completion and
return of the pre-qualification questionnaire (PQQ) by the date and time
specified in Section IV.3.3.
