The Government of Romania has received a Grant from the Global Fund to Fight against AIDS, Tuberculosis and Malaria, and it is intends to apply part of the proceeds of this grant under the contract for supply of IT equipment.

The Project Management Unit of the Global Fund and World Bank, acting on behalf of the Project Implementation Unit of Institute of Public Health, now invites bids from eligible bidders for the supply of following IT equipment:

1. Workstations – 62 pcs.
2. Laptop Computer – 3 pcs.
3. B/W Laser Printer – 2 pc.
4. Color Laser Printer – 1 pc.
5. Digital Photo Camera – 2 pcs.
6. Videocamera – 1 pc
7. B&W Digital Photocopier – 1 pc.
8. Server – 26 pcs.
9. UPS – 1 pc.
10. Scanner – 1 pc.
11. Laser Bar Code Scanner for EAN – 13 symbology Kit – 1 pc.
12. Inkjet Printers – 47 pcs.
13. Videoprojector – 1 pc.

The Purchaser will award the contract to the Successful Bidder whose bid has been determined to be substantially responsive and has been determined to be the lowest evaluated bid. The equipment and services procured under this Bidding Document will be evaluated and awarded as a whole, resulting in one contract. The supplier must be able to deliver the Goods starting no later than 1 month after contract signing and obtaining of the VAT exception certificate and ending within two months after the fist delivery.

Bidding will be conducted through the international competitive bidding procedure specified in the World Bank’s Guidelines :Procurement under IBRD Loans and IDA Credits, January 1995 (revised January/August 1996, September 1997 and January 1999), and its open to all bidders from eligible source countries as defined in the Guidelines.

According to the Grant Agreement, the assistance financed by the Global Fund shall be free from any customs duties, tariffs, import taxes, or other similar levies and taxes (including value-added tax) imposed under laws in effect in the Purchaser’s Country.

Interested eligible bidders may obtain further information from the office of the Global Fund and World Bank Project Management Unit and inspect the Bidding Documents at the address given below from 09:00 to 16:00 hours (Bucharest time), starting from October 15, 2004.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address bellow and upon payment of a nonrefundable fee of US$ 200 in account no. RO 02 RNCB5078000015020016/USD, or the equivalent in ROL at the exchange rate published by the National Bank of Romania at the date of payment in account no.
RO 29 RNCB5078000015020015/ROL, opened at the Banca Comerciala Romana-Sucursala Unic (Romanian Commercial Bank-Unic Branch), Bucharest. The document will be sent by express courier for overseas and local delivery.

Bids must be delivered to the address bellow at or before 13.00, Bucharest time on October 27, 2004. All bids must be accompanied by a security of a minimum two and one half percent (2.5%) of the bid price. Bids will be opened on the same day at 15.00 hours (Bucharest time), in the presence of bidders representatives who choose to attend at the address below. Late bids will be rejected.
