CONSULTING SERVICES
For

Design and Manufacture of Pre-Production Prototype/OEM

For the Rudjer Bosković Institute


1. This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 597 of December 31, 2002.

2. Introduction. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD), for the Technical Assistance Project for Institutional and Regulatory Reform for Private Sector Development (Loan 4466-HR), and intends to apply part of the proceeds of this loan for support for a proposed Science and Technology Project (STP) in preparation. A part of the loan is going to be used for payments under the contract for Technical Assistance and Consultancy for Design and Manufacture of Pre-Production Prototype. The Expression of Interest is open to companies experienced in manufacturing systems for analytical chemistry and environmental analysis and experience in developing specific sensors for the environment and OEM production. This Expression of Interest will lead to the preparation of a Short List of consulting firms for preparation of Pre-Production Prototype. The selection will be done in accordance with the QCBS procedure set out in the World Bank’s guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997, revised March 2002.

3. Services to be provided. Rudjer Bosković Institute (RBI) is in the process of strategic restructuring. As part of this process of restructuring the Institute is initiated development of pre-production prototype of novel class of sensor and electrochemical instrumentation for detection of soft micro particles in aquatic environments. The services include assistance to Project team to produce a specification for the pre-production prototype, manufacture the agreed specification, a circuit design and complete product design including internal mechanical and fluids handling design and an ergonomic design. The consulting firm will work with the specialist who is developing the data acquisition system and signal analyzer and integrate this in the pre-production prototype design. The consultants will install the sensor in the RBI laboratory.

4. Information to be provided. Rudjer Boskovic Institute now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, references etc.).

5. Place and Date of Submittal. Interested consulting firms may obtain further information at the address below from 09.00 to 16.30 hours. Expressions of interest must be delivered to the address below by Wednesday, October 27, 2004 15.00 local time.
