METHODOLOGY AND PILOTING FUNCIOTIONAL REVIEWS IN
CROATIA


The Republic of Croatia has received a US$7.3 million loan from the International Bank for Reconstruction and Development, and intends to apply part of the proceeds of this loan for payments under the contract for consulting services for the Methodology and Piloting Functional Reviews in Croatia for the Office of State Administration.

Background: The Government of Croatia has initiated a comprehensive public administration reform process, aimed at preparing the country for eventual entry into the European Union. One of the key aspects of the administrative reform process in Croatia is the reform of the organizational structure and functioning of the central state administration and its bodies. The next phases will involve in-depth review of the organization and management in individual policy sector as well as of delivery system at the level of de-concentrated state administration institutions and a horizontal review of key cross governmental management functions, such as personnel management, budget management, legislative planning.

Tasks: The services would include:
(i) development of a methodological framework for the analysis of organizational structures and management in the Croatian state administration, based on the experience gained in other current and former EU candidate states,
(ii) applying this pilot methodology to a review of two selected pilot ministries and one horizontal management function, to be conducted by the end of 2004;
(iii) assessment of the current form and mode of vertical cooperation among central state administration bodies and first-instance state administration bodies in selected policy areas, and draw up rationalization proposals;
(iv) drawing up proposals and supporting the establishment of horizontal coordination mechanisms among first-instance state administration bodies (state administration offices in counties) with a view to standardize the practice in resolving specific types of cases. Particular emphasis will be made on the provision of advisory services to citizens in entrepreneurial activities;
(v) developing a core team of Croatian experts that can conduct a further program of functional reviews for the Office of State Administration and to agree the program of further reviews with the Government.

The project has duration of 55 working days. It is expected to commence in October 2004. The members of the Office of State Administration will provide necessary assistance.

The eligible consultants (two) should have:

· Extensive experience in functional review and organizational analysis work in EU candidate and member states
· Advanced academic degree in public administration, political science, law or related discipline
· Knowledge of and experience with the Croatian public administration system

Consultants for the assignment will be selected in accordance with the Individual Consultants Selection method based on CVs received, set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised January 1999).

Expressions of interest must be delivered to the addresses below by October 25, 2004.
