Abstract:   Bristol BSF. Building Schools for the Future (BSF) is a major new initiative. More details regarding the national programme can be found at www.dfes.gov.uk or www.p4s.org.uk. The authority requires a private sector partner to enter into a contract for between 10-15 years with it and Partnerships for Schools to participate in a new public/private partnership called a local education partnership (LEP). The Bristol LEP will provide or arrange for the provision of 'Partnering Services' such services to include but not be limited to the development, with the authority, of a strategic investment programme for educational and associated services; programme management and project development services and all services listed at II.1.8.1 below. Parties should note a key role of the LEP will be to provide, integrate and manage supply chains. As its first project the LEP will be required to provide or procure the provision of the design, construction, finance of, and hard and soft service provision at educational facilities (together with associated buildings and services) at four school sites. These four developments will form a single PFI project. The authority is also asking for an area-based managed ICT service at the four sites and, subject to funding and other approvals, with potential for a similar service to be provided to other Bristol schools. The authority hopes to provide a hard facilities maintenance service for two other secondary schools it is building using non-PFI funding (the capital works will lie outside the BSF project) as part of this. Ongoing the LEP may be required to manage a mixture of rebuild or refurbishment under either PFI or other funding methods. Further the authority intends to bid for funds to renew or refurbish the rest of its secondary estate and for the LEP to provide property, ICT and facilities management services in respect of these. Medium term, the authority intends to develop, with the LEP, strategic investment plans for and, through the LEP, for it to provide or procure the provision of similar services to those set out herein to the wider authority estate in Bristol e.g. early years, primary and special sectors. of proposed providers may bid to become the LEP PSP as a group, but prior
to financial completion, will be expected to form a JVC. Companies may be
required to be formed to provide the PFI services and other services. The
authorities reserve the right to require parties to take a particular
legal form or to require a contractor to assume primary liability or to
require that each party undertakes joint and several liability
irrespective of the form of the LEP or to contract directly with one or
more LEP supply chain members.

Project Details are set out in the Information Memorandum. The council is
be holding a 'Bidders Day' on 20 October. Parties considering expressing
an interest are invited. Please contact us by 5.00 pm 18 October if you

There should be no visits to schools involved, nor contact of any kind
made with governors or teachers or officers or members of the authority,
unless it is with the prior approval of the contacts referred to.
The authority reserves the right not to award any contract and/or cease
this procurement at any time without recompense to any person.
