Assessment of the Roma strategy implementation mechanism
II.1.6) Description/object of the contract: The global objective is to
assess the administrative capacity for the implementation of the national
strategy for Roma in view of the implementation of the multi-annual
programme for Minorities 2004-2006, aiming at supporting the
implementation of the national strategy.
The contractor will:
- Assess the efficiency of the mechanisms (split of responsibilities)
between established for the implementation and monitoring of the national
strategy at the national, county and community level;
- Make recommendations (including design of specific tools) for the
improvement of these mechanisms and of the capacity of the institutions
involved at these three levels.

of the country in which the economic operator is established;
(c) a statement of overall turnover and turnover concerning the services
covered by the contract during a period which may be no more than the
last three financial years.
III.2.1.3) Technical capacity - means of proof required: (a) A list of
comparable services and projects performed over the past three years,
with the sums, dates and recipients, public or private.
(b) Detailed CVs of the tenderer, in particular those of the persons
responsible for providing the services. Tenders from consortium of firms
or groups of service providers shall specify the role, qualifications and
experience of each member or group;
(c) An indication of the proportion of the contract which the tenderer
may intend to subcontract.
(d) Information on the tenderer's working language and proof of the
tenderer's ability to submit edited reports in English.
