II.5) Other information: The Council has been granted pathfinder status
as part of the UK Government's building schools for the future programme.
The Council (in conjunction with partnerships for schools) is proposing
to form a Local Education Partnership (LEP) and will be seeking private
sector companies or consortia to form a joint venture company to operate
as the LEP and to invest in the LEP. The contracting parties in the LEP
will be the Council, partnership for schools and the private sector
partner/consortium.
The first tranche of work will be the completion of 3 new build schools
in Bradford under the UK Government's private finance initiative (PFI)
programme as well as on-going building maintenance and life cycle work
and ICT services. The Council is expecting to use the competitive
negotiated procedure.
The successful private sector partner must be able, either through itself
or its supply chain, provide all the required services at the 3 schools
and the requisite ICT services. The successful private sector partner
must also be deemed capable through the LEP of working with the Council
through the provision of partnering services to identify further tranches
of work for the LEP (whether PFI, design and build, maintenance,
educational services or consultancy and project management services) in
due course. The BSF programme nationally is suggesting that all secondary
schools should be rebuilt or refurbished to a twenty first century level
within the next 10-15 years and Bradford Council is supportive of this
goal.
