ROMANIA

Irrigation Rehabilitation and Reform Project

Procurement of IT Equipment

Loan No. 4717 RO



This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 612 of August 16, 2003.

The Government of Romania has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Irrigation Rehabilitation and Reform Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of IT Equipment. The IRRP Project Management Unit within The Ministry of Agriculture, Forestry and Rural Development now invites sealed bids from eligible bidders for supply :

Lot 1. Software and computers:
5 pcs. Notebooks Computers including each: preinstalled operating system and application software, antivirus software and related licenses, and USB flash memories ;
12 pcs. Desktops Computers including each: base units, monitors, preinstalled operating system and application software, antivirus software and related licenses, UPS units and USB flash memories.
1 Pcs. Server including : base unit, monitor, preinstalled operating system and application software, antivirus software and related licenses, UPS unit and USB flash memory and local area network and cabling solution;

Lot 2. Printing Equipment:
1 pcs. Network Laser Printer B&W A4;
3 pcs. Laser Printer B&W A4;
1 pcs. Inkjet Printer A3;
2 pcs. Inkjet Printer A4;
3 pcs. Portable Inkjet Printer A4.

Lot 3. Copier Equipment:
1 pcs. Network Copier, Color, A3 with printer and scanner functions (large capacity);
1 pcs. Copier B&W A3 (medium capacity);

Lot 4. Photo and Video Equipment:
1 pcs. Video projector and screen;
1 pcs. Video camera;
3 pcs Photo camera

Lot 5. Communications
1 Central unit and phones;
1 Multifunctional fax, copier, printer machine

The delivery period is 4 weeks from date of opening of Letter of Credit.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997), and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents at the IRRP Project Management Unit within The Ministry of Agriculture, Forestry and Rural Development at the address below from 9.00 to 17.00 hours local time. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 3.500.000 in Romanian Lei or 100 in US$. The method of payment will be in the form of cashier’s check or a direct deposit/transfer in favor of the IRRP Project Management Unit within The Ministry of Agriculture, Forestry and Rural Development (Unitatea de Management a Proiectului IRRP, Ministerul Agriculturii, Padurilor si Dezvoltarii Rurale).Payments in US$ shall be made in account no. 2511.31-506.115 opened with the Romanian Commercial Bank, branch Unirea, Bucharest. Payments in Romanian Lei shall be made in the account no. 25111.31-506.113 opened with the Romanian Commercial Bank, branch Unirea, Bucharest. The documents will be sent by fast/special courier or hand delivered to authorized representatives from the office above upon request quoting : " Procurement of IT Equipment ", IRRP Project Management Unit, providing contact details of the company and accompanied by a document confirming that payment has been made to one of the mentioned accounts. The Purchaser will not be held responsible for any late delivery or loss of the bidding documents so mailed.
Bids must be delivered to the address below by 10:00 hours local time on November 08, 2004. All bids must be accompanied by a bid security of a minimum of two (2) percent of the bid amount, in form of letter bank guarantee or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened immediately in the presence of bidders’ representatives who choose to attend at the address below on November 08, 2004.
