Abstract:   Property Asset Management Services. Scottish Enterprise is seeking notes of interest from suitably qualified applicants for the provision of property asset management services over its owned and leasehold property portfolio. This will cover the following main areas: 1) management of the development land and investment building portfolio. This portfolio, which is subject to regular change, was recently valued at 145 000 000 GBP and comprises industrial buildings, offices, business centres, science and technology parks, development land and other property interests, including agricultural lettings and wayleaves. The Rent Roll of the portfolio is in the region of 7 000 000 GBP per annum, with an expenditure budget for the period to 31.3.2005 of circa. 5 000 000 GBP. The portfolio is to be managed commercially, maximising return to Scottish Enterprise, both financially and in its wider economic development remit. Services will include management of lease and rent reviews, 24 hour helpdesk facility, financial and debt control management, procurement and management of maintenance contracts ensuring best value for Scottish Enterprise and tenants, rating, insurance, health & safety and risk management, and other asset enhancing initiatives; 2) Management of a portfolio of 70 plus leasehold office properties that Scottish Enterprise occupy under the name of Careers Scotland. These are in all of the major towns and cities throughout the operational area of Scottish Enterprise. Currently these offices total circa 150 000 sqare feet (13 935 square metres) with a rental role of circa 1 100 000 GBP, however this is subject to ongoing change. Services required will relate initially to scrutiny and passing for payment all lease costs, including rent, rates, service charge and insurance, with the potential for further professional work relating to acquisition / disposal of new and old offices in line with the Careers Scotland property strategy (currently under review), rent review and rating work. Facilities management services of these offices is not envisaged; 3) Management of the portfolio of fourteen operational offices used by Scottish Enterprise and its Local Enterprise Companies. These offices total circa 290 000 square feet (26 941 sq m) with a rental roll of circa 4 900 000 GBP. Services required will relate initially to scrutiny and payment of all lease costs with the potential for further professional work in relation to rent review and rating requirements. Again it is not envisaged that facilities management services of these offices will be required. For the avoidance of doubt, the successful applicant will be responsible for the management, integrity and timeout upkeep of all management and accounting information, to include a portfolio asset register. The successful applicant will also be expected to use their in-house systems to fulfill this requirement, with access to this management and accounting information being provided to Scottish Enterprise, in a mutually agreed format. II.1.6) Description/object of the contract: Scottish Enterprise is

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: Scottish Enterprise seek to award a
contract to provide property asset management services in relation to a
portfolio of investment and operational properties throughout Scotland.
The properties are to be managed commercially maximising return to
Scottish Enterprise, both financially and in terms of Scottish
Enterprise's wider economic remit.
This contract will be for a 5-year period, however early termination
provisions for non performance will be incorporated within the contract.
II.3) Duration of the contract or time limit for completion: 60 months
from the award of the contract.

III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: Not applicable.
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: Payment in sterling and in arrears.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: Where a
successful tender is submitted by a group or consortium, one of the
members must be appointed as a lead consultant to take responsibility for
the provision of any service. Joint and several liability will be
required where bidders form part of a consortium.

Suppliers should request, complete and return a pre-qualification
questionnaire from the contact point indicated in I.2).
III.2.1.1) Legal position - means of proof required: Suppliers should
request and complete and return the pre-qualification questionnaire
referred to above. Information required will include full details of the
proposed service provider, including address, company registration
number, country of registration, date of incorporation, ultimate parent
company name and relationship (If applicable), VAT registration number
and number of employees.
III.2.1.2) Economic and financial capacity - means of proof required:
Suppliers should request, complete and return the pre-qualification
questionnaire referred to above. Information required will include but is
not restricted to:
name and address of applicant's banker and confirmation that they can be
approached by Scottish Enterprise if required;
latest three years sets of financial accounts. If these are abbreviated
version please provide statement of turnover and net profit before
taxation along with the latest three years sets of accounts;
statement of overall turnover and turnover and profit on relevant
projects for 3 previous financial years (if available).
III.2.1.3) Technical capacity - means of proof required: Suppliers
should request and complete and return the pre-qualification
questionnaire referred to above. Information required will include but is
not restricted to:
examples of similar services provided over the last three years including
customer name, full description of services provided, value of the
contracts and name of referee for each example;
applicants must be able to demonstrate previous experience and
achievements in delivering projects of this size, nature and complexity
within large, high profile organizations;
an understanding of the nature of economic development is essential and
applicants must demonstrate their experience in this field;
details of the company's standards and methods of quality management.
