Specific Procurement Notice - Tender for Procurement of Hardware and System Software for the Implementation of a Cheque Imaging and Truncation (CIT) System

IFB No: CBSP/CBSL–8

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in Development Business, dated 16th July 2002.

2. The Government of Democratic Socialist Republic of Sri Lanka has received a Credit from the International Development Association towards the cost of Sri Lanka Central Bank Strengthening Project, and it intends to apply part of the proceeds of this credit to payments under the contract for the Procurement of Hardware and System Software for the Implementation of a Cheque Imaging and Truncation (CIT) System.

3. The Central Bank of Sri Lanka (CBSL) now invites sealed bids from eligible bidders for the procurement of hardware and system software for the Cheque Imaging and Truncation (CIT) System. The tender relating to the procurement of application software relating to this project has already been awarded to LankaClear (Pvt.) Ltd.

4. Bdding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines : Procurement under IBRD Loans and IDA Credits, January 1995, Revised January and August 1996, September 1997, and January 1999, and is open to all bidders from eligible source countries as defined in the Guidelines that meet the following criteria.

(i) The Purchaser will consider bids only from suppliers who have successfully supplied and installed hardware and system software for a similar project; and
(ii) The Bidder should have had an average annual turnover of at least US $2 million in the past three (3) financial years.

5. Interested eligible bidders may obtain further information from Central Bank Strengthening Project Office and inspect the bidding documents at the address given below from 0900 – 1500 Hrs. (Sri Lanka time), commencing from 4th October, 2004.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application on a business letterhead, to the address below and upon payment of a nonrefundable fee of Sri Lanka Rupees Ten Thousand Only (Rs.10,000/-) or United States Dollars One Hundred Only (US $100/-). The method of payment will be Cheque/Draft drawn in favour of Secretary, Central Bank of Sri Lanka. The documents will be sent by courier on request.

7. Bids must be delivered to the address below at or before 10.00 Hrs. (Sri Lanka time) on 15th November 2004. All bids must be accompanied by a bid security of Sri Lanka Rupees Four Million (Rs.4,000,000/-) or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 10.00 AM (Sri Lanka time) on 15th November 2004.
