Abstract:   Modernisation of Primary Care Buildings in Stockport. The contracting authority is looking to appoint a developer who will provide new build community based primary health care facilities for the first phase of the Primary Care Trust (PCT) Strategic Service Development Plan (SSDP), following a 3rd party development approach. The PCT, as Contracting Authority, is acting as facilitator for the following GP practices (not being contracting authorities): Dr Gill and partners - Stockport Medical Practice; Dr Devine and partners - Shaw Heath Health Centre; Dr Armstrong and partner - Bredbury Medical Centre; Dr Briggs and partner - The Romiley Health Centre; Dr Parker and partner - The Archways Surgery; Dr Patel and partner - The Guywood Practice; Dr Spreckley and partner - The Romiley Health Centre; Dr Dean and partner - Heald Green Health Centre; Dr Wright and partners - Heald Green Health Centre; Dr Lennox and partners - Woodley Health Centre; Dr Milson and partners - The Alvanley Practice. It should be noted that the GP practices identified may be subject to change in the course of the procurement process. The facilities are likely to comprise one stop centres or primary care resource centres and are likely to include GP consulting rooms, treatment rooms, administrative reception and waiting space, together with all associated rooms for patients and for staff attached to community based primary health care functions (including practice staff, practice nurses, health visitors, school nurses, health care assistants, physiotherapists, speech therapists, dieticians, all other therapy staff, allied health and/or social care professionals and the voluntary sector), out-patient and diagnostic facilities and facilities for the PCT's staff, administration and functions. There may also be the opportunity to include retail pharmacy and other limited retail outlets. (This list is not exhaustive). The developer will be expected to purchase the existing PCT sites, as set out in Section II.1.7, at full market value. The sites will be sold to the developer on a 125 year leasehold basis, with preemption rights on or before 25yrs for the PCT. The developer will be expected to provide the facilities on the sites to tenants for a term of 25 years, on leases of serviced and facility managed accommodation which meets defined standards throughout the lease term (largely based on a "Lease Plus" tenancy model as adopted under the NHS LIFT national initiative). The GP practices will take a head lease and the PCT a sub lease. The developer will be required to appoint a supply chain to deliver the soft facilities management (including cleaning and security) and hard facilities management (FM) for the facilities and sites. The PCT's desired approach is for the selected developer to deliver the scheme through a company structure that will provide an investment opportunity and permit stakeholder equity and pension options to be taken by GPs, pharmacists and other local health care providers other than the PCT. Bidders will be required to include their proposals for such an approach as part of a mandatory supplemental bid to the core bid (as set out in the previous paragraph). This is the first phase of a 3 Phase, 10 year strategic investment strategy for the development of primary care premises in Stockport. This procurement is concerned with Phase 1. It is expected that a separate evaluation and competitive procurement process will be undertaken for each of the subsequent 2 Phases. Section II.1.10 - Variants will be accepted in addition to a compliant
bid provided that the contracting authority's core requirements are met.

Section II.3 - It is envisaged that the relationship with the bidder
selected will commence mid 2005. The lease plus arrangements will be for
a term of 25 years. Bidders should be able to demonstrate the ability to
work with public sector, local healthcare providers, voluntary sector and
independent sector and other private sector stakeholders, demonstrate
sufficient financial revenue to ensure long term sustainability of the
projects and an ability to create innovative structures with proven
experience of local primary care providers as stakeholders and service
development contributors.

the pre-qualification questionnaire available (together with an initial
memorandum of Information and PCT strategic investment overview document)
from the address in section I.1 and return of that questionnaire by the
date and time limit specified in section IV.3.3.
