Design of a New Institution to Administer Public Pension Schemes

The Palestine Liberation Organization (PLO) for the benefit of the Palestinian Authority (PA) has received a Project Preparation Facility (PPF) from the International Development Association (IDA) in the amount of US$500,000 equivalent toward the cost of the project preparation activities for the proposed Palestinian Pension Project. The PA intends to apply the proceeds of this Facility to payments for consulting services to be procured for project design activities. One of these activities is foreseen as designing a new pension institution to administer public pension schemes in the West Bank and Gaza.

Under the proposed Project, as part of reforms to its public service pensions, the PA intends to create the Palestinian Pension Agency (PPA) as an independent agency. The proposed PPA will: (a) administer a new public service pension scheme; (b) oversee the phasing out of two existing public service schemes; and (c) administer a flat benefit scheme for all aged West Bank and Gaza residents. To establish the PPA, the PA will require a detailed blueprint for all aspects of its operation including institutional operations, administrative processes, client services, information technology management (IT), and telecommunications. The blueprint will need to include estimates of required human resource (HR) inputs as well as non-HR inputs, including computer hardware and software as well as an overall IT design. The PA will also need detailed estimates of the cost of implementing the design and of operating the new agency during the first three years following implementation. Qualified consulting firms will be required to have extensive experience designing or re-designing pension institutions, implementing new or re-engineered administrative processes, and developing IT systems for public pension institutions. On-site visits will be necessary to understand local operational constraints and examine existing capacity for potential integration into the new agency. The design of this component is expected to take no longer than 6 months to complete. The consultant will report to the Project Coordination Unit within the Ministry of Finance of the Palestinian Authority.

The PA Ministry of Finance (MoF) now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff and consultants and their qualifications, and any relevant information for an evaluation of firms and consortia from which to prepare a short-list).

Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
