II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: To fulfil the duties of design team and
project manager for the provision of new water quality laboratories at
Inniscarra. The project will include the relocation of existing testing
facilities from within the current laboratory in part to the new
laboratory and in part also to within an existing building on site.
II.2.2) Options. Description and time when they may be exercised: The
appointment may be extended by the contracting authority, at its absolute
discretion subject to satisfactory completion of the initial appointment
and fee negotiation, to further laboratory and office developments within
the site over the period of the project. The appointment may also be
extended to include the implementation of a Laboratory Information
Management System for the entire campus.
II.3) Duration of the contract or time limit for completion: 18 months
from the award of the contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: Evidence must be provided of
having in place professional indemnity insurance, with an indemnity limit
of at least 6 400 000 EUR for each and every claim, together with the
terms of the policy.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: Prior
to the award of the contract any group of service providers must form a
legal entity. Where a consortium or partnership of firms is proposed, a
single named service provider, who shall be directly responsible for the
delivery of the service, shall lead the contracting parties. The parties
shall be jointly and severally bound for the delivery of the service
specified in the Brief to be issued to the shortlisted candidates by the
contracting authority.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: 1. A statement is required from applicants,
including each member of a joint venture or group, confirming that none
of the exclusion criteria set out in Article 29(a) to (g) of Directive
92/50/EEC apply.
2. Qualifications: Applicants, including each member of a consortium, are
required to provide sufficient information to enable the contracting
authority to assess compliance with Article 31(1)(a) to (c) and Article
32(2)(a) to (h) of Directive 92/50/EEC.
3. Curriculum vitae of the lead experts and management team to be
deployed on the project must be submitted.
4. Applicants should provide such other general information concerning
the consortium, the personnel likely to be involved in the service and
general experience in design and construction of laboratories and public
procurement as would enable an assessment to be made of the proposal.

agreement between parties will be required prior to award of the Contract.

interview on the basis of information submitted in accordance with Item

2. Responses to this notice should not exceed 20 A4 pages including
support material / Annexes etc. All material must be submitted in 6
copies.
3. An information note describing the project is available on request
from the contracting authority at Annex. A 1.2 below.
4. It is a condition of the award of any contract that the service
provider is able to produce promptly a current tax clearance certificate.
In the case of a nonresident service provider, he should be in a position
to produce a statement, in lieu of a current tax clearance certificate,
from the Revenue Commissioners, that he has satisfied them as to his
suitability on tax grounds to be awarded the contract.
5. The Freedom of Information Act 1997 will apply to the appointment. The
Local Authority undertakes to use its best endeavours to hold
confidential any information provided in the submission subject to its
obligations under the Law.
6. The award criteria will be set out in the detailed brief to be issued
to the shortlisted candidates.
