Abstract:   Education and library board strategic partnership. The aim of the project is to establish a strategic partnering contract through which the Authority and the preferred private sector contractor (the Contractor) will service, manage and modernise the entire estate controlled by the Authority (including any additional land and buildings that may be required in connection with the project ('any necessary sites')). The aim is to create environments where the teaching and learning experience is positive and progressive and make a significant contribution to the promotion of community access and involvement and the delivery of life-long learning for all the people of the Belfast area. The estate controlled currently by the Authority consists of 17 nursery schools, 45 primary schools, 10 post primary schools, 11 special schools, 37 youth clubs, 21 libraries, 2 teacher resource centres, 2 outdoor education centres and headquarters facilities. It is envisaged that this will be achieved through a series of long-term arrangements awarded during the partnering contract period using a Design, Build, Finance, Operate and Maintain (DBFOM) approach and/or a Design, Build, Operate and Maintain (DBOM) approach. The first tranche of services and works is to be awarded on an exclusive basis to the Contractor and this tranche may include ten schemes to be delivered using the DBFOM approach and one scheme to be delivered using the DBOM approach. Additional information on the first tranche of services and works will be set out in the Project Information Memorandum. It is envisaged, but not guaranteed, that subsequent tranches of services and works will be rolled out (subject to benchmarking and regular market testing of the supply chain) over the partnering contract period on a non-exclusive basis to the contractor and will cover potentially the remainder of the estate controlled by the Authority (and any necessary sites). In addition, the Authority has been in discussion with those public bodies responsible for leisure, sports and healthcare facilities. Consequently, such facilities may be an integral part of the service and work procured under the DBFOM and DBOM models. These models may include: demolition and/or refurbishment of existing buildings, design and construction of new accommodation, the provision of sports/leisure facilities, community facilities, health and wellbeing facilities and recreational areas, buildings and grounds maintenance. They may also include the supply and maintenance of furniture and equipment, and the provision of a range of facilities management services such as caretaking, waste management, security, energy management, cleaning and catering. In addition, the contractor may take responsibility for the management, planning and delivery of estates maintenance services such as buildings maintenance, grounds maintenance, waste management, energy management, and security to the controlled estate for an initial period of up to seven years (subject to the expiry of existing arrangements) with an option to extend the service period for up to a further 3 years (the Estates Management Contract). This may include the provision of some or all of these services to the maintained estate (subject to the statutory responsibilities of the Authority). There are approximately 80 schools in the maintained estate. The Estates Management Contract is likely to be structured as a call off arrangement in terms of time and materials and as part of this arrangement, the Contractor may also be required to provide ancillary services to the controlled estate. Again, this may include the provision of some or all of these ancillary services to the maintained estate (subject to the statutory responsibilities of the Authority). The Authority reserves the right not to award any contract, or to award some or all of the strategic partnering, DBFOM, DBOM and Estates Management Contracts. The Authority may work/contract with other public bodies in connection with healthcare, leisure and community services. The project may involve the Authority participating with the contractor in a joint venture. Building and Facilities Management Services. School furniture.
