Abstract:   Estate Management Services. The contract is for the appointment of a consultant to provide a range of property management services dependant on the authority's needs, covering approximately 130 properties throughout the Greater London Area (620 miles2/1 606 km2) which includes 112 operational fire stations, HQ building and training facilities. The authority may require all of the services listed below to be provided:- Valuations; compulsory purchase and compensation; general estates management; rent reviews of leasehold fire stations, communications systems and commercial premises; residential rent reviews; lease renewals; acquisitions and disposals; advice and feasibility studies; town planning; building surveying; telecommunication sharers agreement; and Capital and income generation. III.1.1) Deposits and guarantees required: Conditions relating to the
contract: Membership of the Royal Institute of Chartered Surveyors.

and several liability will be required under the contract.

III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities

technical capacity required: Potential bidders are required to submit a
report detailing the following information:-.
III.2.1.2) Economic and financial capacity - means of proof required: 1.
copies of the last three years audited accounts, to include a breakdown
into the constituent services.
III.2.1.3) Technical capacity - means of proof required: Submissions
must include answers to all the questions listed below and answers must
be given in the same numerical order.
1. The background and experience of the firm.
2. Details of relevant contracts where estate management services are or
have been provided in respect of an operational portfolio for an
emergency service or local government, along with contact details in
order that the Authority can take up references.
3. Names of key personnel to be responsible for the delivery of the
overall service, to include short CV's, and detailed methodology for
providing the service.
4. Information demonstrating sufficiency of resource to include location
of office from where the contract would be managed from.
5. Details of quality-control systems and performance standards.
6. A copy of the firm's professional indemnity, employer's and public
liability.

Short listed firms will be required to attend an interview.
II.3) Duration of the contract or time limit for completion: starting
1.4.2005 and ending 31.3.2011 (with break clauses at the end of the 2nd
and 4th anniversary from the start date) or on earlier termination as
provided under the contract.
