ASSISTANCE TO THE MINISTRY OF HEALTH AND SOCIAL WELFARE IN HEALTH SYSTEM DEVELOPMENT STRATEGY for 2004-2015

Expressions of Interest

The Ministry of Health and Social Welfare (MHSW) of the Republic of Croatia has received financing from the International Bank for Reconstruction and Development (World Bank) toward the cost of the Health System Project and intends to apply part of the proceeds of the loan for consulting services. The loan closing date is June 30, 2005.

The services under this contract will include preparation of a general Health System Development Strategy covering mid-term period from 2004 until 2008 and a long-term period until 2015. The strategy will focus on the present European and local environment and its influence on the health system; general trends of the Croatian health system development and coordination with the EU; analysis of health indicators and assessment of health needs and priorities; primary health care and hospital health delivery system development including infrastructure; health financing strategy and options; pharmaceutical policies, human resources analysis and planning; development of national health information systems, telemedicine development, improving the medical emergency services, upgrading the public health preparedness and response to incidents, and public information strategy. Consultant will work closely together with the working groups comprising of leading Croatian health experts who are have already initiated the work on situation analysis.

The Ministry of Health now invites eligible Consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Taking into consideration a short period of time left till the Project closing date (in June 2005), only Consultants who can mobilize the team of required experts and start working not later than in November 2004, shall express interest in this assignment.

A Consultant will be selected in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated January 1997 and revised in September 1997, January 1999 and May 2002.
