Expressions of Interest

The Government of the Philippines has received a loan from the World Bank towards the cost of the Judicial Reform Support Project (JRSP) and intends to apply a portion of the loan to eligible payments under this Contract.

One of the components under the JRSP is the development of model courts in strategic areas nationwide. These model courts include Angeles City for Luzon; Lapu-lapu City for the Visayas; and Cagayan de Oro City for Mindanao. The upgrading of infrastructure and information technology facilities in these model courts are envisioned to showcase policy initiatives such as decentralization of administrative and financial functions and improved public access to court services.

The Supreme Court of the Philippines now invites consultancy firms to prepare the Detailed Engineering Design of the Renovation of the Halls of Justice in Lapu-Lapu City, Angeles City and Cagayan de Oro City.

Interested consultancy firms must have a minimum of eight (8) years experience in the design preparation of vertical structures and minimum of two (2) projects of the same scope and nature in the last five (5) years.

The Consultant firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).

The Supreme Court reserves the right to reject any or all bids or offer, waive any defect or informality therein and accept the offer which it deems most advantageous to the Court.

Interested firms are required to submit one (1) original and nine (9) copies of their Letter of Intent and Company Profile to address below not later than 2:00 P.M. on August 30, 2004:
