Abstract:   UK-Glasgow: intelligence and security advice to the Office of National Security - Sierra Leone. The UK Department for International Development (DFID) wishes to invite Expressions of Interest (EOIs) for a Service Provider to provide Intelligence and Security Advice (ISA) which will assist the Government of Sierra Leone's National Security Coordinator to establish an effective security and intelligence framework. This initiative is part of DFID's support to the Sierra Leone Security Sector Reform Project (SILSEP). The scope of work will include legislation, policy and institutional development, as well as staff capacity development, development of vetting mechanisms and government wide security standards, development of mechanisms for parliamentary oversight, legislative compliance and public relations, and development of recruitment, training and financial systems. SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: DFID standard, or equivalent. The contract will be
governed by English law. Prices are not required at Expression of
Interest stage, however, when required prices must be quoted in sterling
and all payments under the contract will be made in sterling. DFID
reserves the right to annul the process and not to award the contract.

VI.4) Additional information: There is the possibility of an extension
of up to 12 months. The ISA will have at least 10 years' relevant
experience. The ISA will be based in Freetown.
Expressions of Interest (EOIs) should be submitted using the Application
Form available from the DFID website at
dfid.gov.uk/Contracts/contractOpportunities.asp. Draft Terms of Reference
can also be found at that website address. The EOI should include a
capability statement of not more than 4 A4 pages and be accompanied by
CV's of no more than 3 pages maximum. No brochures should be sent.
Applicants should outline the reason for their interest in this project,
their broad understanding of the context and their capability to
undertake this work. The capability statement should show evidence of
interpersonal skills and technical expertise in the following areas:
i) Significant operational intelligence and security experience as well
as institutional management within the development field;
ii)A sound basis of critical analysis, strategy development and
implementation in the security sector reform issues and in the wider
development field;
iii) The identification, appraisal and design of intelligence and
security sector reform programmes in contrasting developing country
environments.
DFID will not reply to any EOIs unless short-listed for invitation to
tender. Suppliers should check the DFID website for details of
short-listed suppliers.
As from April 2001 all UK development assistance has been fully untied
which allows suppliers from anywhere in the world to tender for DFID
contracts.
