Abstract:   Evaluations in connection with potential improvements for the Norwegian building and property administration. The Norwegian Government has appointed a committee for the development of modification proposals in order to achieve a more efficient Governmental building and property administration. The committee shall develop an authenticity and problem description and indicate solution alternatives which shall be evaluated by a consultant. The committee shall evaluate the following:- What shall the State own? - How can the State's ownership best be attended and how can the external conditions for the building and property administration be improved? - How to achieve better effectiveness through effective competition and where to set the market limits? - If and how to implement pricing and separate between user and manager for the entire Governmental sector?The committee shall: - Present an overall lay-out/plan for how to improve the State's building and property policy. - Evaluate solutions based on principles given in the Government's modernisation programme as well as finding balance between effective socio-economic administration and requirements for political control. The consultancy service will be divided in two main phases: - In the first phase the consultant shall evaluate consequences, and as far as possible, develop socio-economic analyses for the solution alternatives presented by the awarding authority. Phase 1 will be carried out in the period from approx. 15.10.2004 until approx. 01.12.2004, with a presentation of the results for the committee approximately 03.12.2004. - In the second phase the consultant shall study the concretization of the chosen solution alternatives as well as the development of new socio-economic analyses. Phase 2 will be carried out in the period from approx. 15.12.2004 until approx. 15.01.2005. CPV: 75000000.

months, issued by the competent authority to the effect that the tenderer

municipal treasurer in the municipality where the supplier has their head
office and by the tax collector in the equivalent county.

(and the market's) organisation structure and manner of operation
nationally but also preferably in the Nordic countries/Internationally. -

well as association forms and existing external conditions for the
building and property activities in the State. - Documented competence
and capacity in order to carry out evaluations of consequences and
solution alternatives as well as socio-economic analyses of the
consequences and solution alternatives in question.
