Background


The Indian Ocean Tsunamidisaster of 26 December 2004 was the most devastating natural disasters in recent history. Within minutes of the catastrophic earthquake and the tsunami that followed, almost 200,000 lives were lost, populations were displaced, livelihoods, homes, infrastructure were destroyed, setting back hard-earned development gains for decades in at least five countries in the Asian region. The tsunami disaster has brought into focus similar vulnerabilities to natural hazards in countries. This event also highlighted the inadequacy in similar capacities for reducing risks prior to the catastrophic event and during the recovery phase.

The Indian Ocean member states decided to establish Indian Ocean Tsunami Warning System (IOTWS) in 2005 under the framework of the Intergovernmental Oceanographic Commission (IOC) of UNESCO which functions as a coordinated network of countries with each country having the responsibility of identifying the hazard, assessing the risk and issuing warning to its population. The ICGIIOTWS Working Groups within the IOC/UNESCO framework undertook a number of activities aimed at building capacities at regional and national levels for monitoring and detection of tsunami and issuing warning to member states following standard operating procedures and for developing methodologies for assessment and mitigation of tsunami risks.UNDP and ICGIIOTWS partnered on a number of initiatives aimed at developing/ strengthening regional and national capacities.

UNDP support to tsunami risk reduction
UNDP, through its Asia-Pacific Regional Centre (APRC) in Bangkok, implemented Regional
Programme on Capacity Building (RPCB) for Tsunami-affected Countries from November
2005 to the end of 2008. The Regional Programme helped develop national capacities in the five tsunami-affected countries In the areas of information management, learning and training, and early warning systems.


Given the lack of any standard methodology for assessing and mitigation tsunami risks in Indian Ocean region, the RPCB, within the ICG/IOTWS framework, supported processes leading to development and endorsement of standardized Tsunami Risk Assessment and Mitigation Guidelines for Indian Ocean countries and conducted regional training course for the Indian Ocean member states. Likewise, due to the lack of any standard operating procedure (SOP) for tsunami early warning, UNDP supported regional and national SOP training workshops, exercises and drills led by the Bureau of Meteorology, Climatology and Geology (BMKG) of Indonesia.


The Regional Project on "Building Risk Knowledge to enhance Early Warning, Preparedness and Mitigation In Tsunami-Affected Countries" for which this evaluation is being undertaken, was designed to supplement the efforts initiated under RPCB to achieve results In increased capacities for tsunami risk assessment and strengthening tsunami warning systems.


Programme Goals. Outcomes.and outputs
The overall goal of the regional project is to contribute to building relevant knowledge to address the risks and mitigate the impact of disasters in tsunami-affected countries. This regional project was designed to improve capacity of core group of practitioners in target countries to enable them to work together regionally, nationally and locally in conducting and using tsunami risk assessment studies to enhance mitigation, preparedness, public awareness, early warning and response. The primary beneficiary countries of the project are Indonesia and Sri Lanka.
