g) For this project in particular, the ability to hire or be assisted by three legal consultants who can supervise the data gathering and be responsible for preparing or reviewing the recommendations of the Consultant Team, and who have the following experience, either individually or collectively:

(1) Former members of the Supreme Court or the Court of Appeals;
(2) Former Court Administrators or Deputy Court Administrators; and
(3) Former judges of the first or second level trial courts with at least 10 years experience as judge

Expressions of interest

The Government of the Philippines has received a loan from the World Bank towards the cost of the Judicial Reform Support Project (JRSP) and intends to apply a portion of the loan to eligible payments under this Contract.

One of the initiatives identified in the reform program is the Judicial Reform Support Project (JRSP), which is being financed by the World Bank (WB). This particular initiative seeks to 1) improve case adjudication and access to justice; 2) enhance the integrity infrastructure of the Court; and 3) strengthen the capacity of the Supreme Court to manage the Judiciary. The project will be implemented for a six (6) year period, with loan effectiveness date commencing in December 2003 and closing in December 2009. To ensure the effective and efficient realization of the JRSP, and consistent with the Judicial Reform objectives, the Supreme Court through the Program Management Office (PMO) intends to engage the services of a consultant firm to undertake a study for the Reengineering of Court Jurisdictional Structure.

The Supreme Court of the Philippines now invites consultancy firms to undertake a study for Reengineering of Court Jurisdictional Structure.

Interested consultancy firms must have the following minimum qualifications:

a) Legal recognition as a national firm engaged in data gathering (surveys, interviews, etc.) and analysis;
b) Five (5) years relevant experience in data gathering and analysis;
c) Engaged in three (3) successful data gathering and analysis projects within the last five years;
d) The ability to liaise and deal effectively with the executing (Supreme Court) agency;
e) The capacity to hire individuals who can undertake fieldwork or ocular inspections to act on behalf of the consultancy firm;
f) Excellent oral and written communication skills in English; and
g) For this project in particular, the ability to hire or be assisted by three legal consultants who can supervise the data gathering and be responsible for preparing or reviewing the recommendations of the Consultant Team, and who have the following experience, either individually or collectively:

(1) Former members of the Supreme Court or the Court of Appeals;
(2) Former Court Administrators or Deputy Court Administrators; and

The Consultant firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).

The Supreme Court reserves the right to reject any or all bids or offers, waive any defect or informality therein and accept the offer which it deems most advantageous to the Court.

Interested firms are required to submit one (1) original and nine (9) copies of their Letter of Intent and Company Profile to address below not later than 1:00 P.M. on 16 July 2004:
