services regime, as it is anticipated to be most likely that a services
award will be made. However, bidders' proposals as to structure may lead
to a works award being made instead.

performance bond may be required.

relevant provisions: It is anticipated that land payment will be phased
in 5 equal predetermined instalments, together with additional "overage"
payments as appropriate.

of bidding consortia may be required to form a single company prior to
contractor to be jointly and severably liable for contractual obligations.

VI.4) Additional information: This notice relates to development of a
site of 44 hectares (108 acres) to procure residential development
achieving high levels of design, quality, sustainability and density with
high levels of mixed tenure affordable housing. The anticipated
milestones for the development are:-
Ocober 2004: Development partner selected; November 2004: Enquiry by
design event; April 2005: Revised planning submission; June 2005: Start
on site; December 2009: Development complete.
All dates and time periods indicated in this notice are only provisional
and English Partnerships reserves the right to change these.
English Partnerships reserves the right not to enter into any contact
pursuant to this notice and to withdraw from this procurement exercise at
any time.
The contact details given at 1.4 of Annex A are for expressions of
interest. Successful candidates will be informed in due course where to
send their tenders. A prospectus will be sent out to candidates
responding to this notice. The deadline for receipt of preliminary
submissions from candidates is anticipated to be 5 July 2004. An
information pack will be sent out to those candidates who are shortlisted.
A development partner will be expected to conform with English
Partnership's policies in regard to achievement of BREAM Eco Homes
Excellence, use of Modern Methods of Construction, Sustainable Urban
Drainage, and "pepper potted" affordable housing to ensure social
integration.
Sustainable building techniques will form part of the evaluation criteria
for award of this contract.
