Abstract:   Corporate Property Project - Chelsea Fire Station. The Authority is seeking a development partner to unlock the latent potential value of its Chelsea Fire Station site with a view to achieving its Corporate Property strategies. The Authority is prepared to consider a variety of possible development and construction options (including a range of funding and contractual vehicles through which this could be achieved) provided they meet the Authority's minimum requirements. The possible development and construction options could (but may not necessarily) include: provision of a new fire station(s) whether on the existing site or other site(s); and/or; provision of office, residential or retail accommodation including any combination of these; and/or; provision of property and facilities management services. II.2.1) Total quantity or scope: Bidders will be requested to submit
innovative proposals for the provision of a new fire station on site or
at an alternative site which represent value for money against the
options set out in the invitation to negotiate.

II.3) Duration of the contract or time limit for completion: 36 months
from the award of the contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: Parent Company Guarantee(s),
performance bonds and/or collateral warranties or other securities may be
required.
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: As set out in the contract documents.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: Joint
and several liability. Bids may be as a grouped or consortium basis. If a
consortium, a lead contractor is required. Any grouping to whom any
contract is awarded must be a single body corporate. There must be
appropriate security for all contractual obligations and the Authority
reserves the right to enter into ancillary documentation with all
consortium members.

contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: As provided in Articles 24 to 29 Public
Works Directive (93/37/EEC) (as amended). Interested parties are to apply
for an information pack and pre-qualification questionnaire setting out
the Authority's requirements from Drivers Jonas at the address in IV.3.2
below.

writing by e-mail to chelseafs@driversjonas.com referring to this
Contract Notice. Completed questionnaires must be returned to the address
stated in the questionnaire no later than on 6.8.2004 (12:00).
The invitation to negotiate and other contract documents will be
available from the address set out in Annex A (paragraph 1.3).

VI.4) Additional information: The Authority is seeking a development
partner with a track record of developing commercial and/or mixed use
schemes in city centre locations, the ability to deliver innovative
property solutions and an understanding of the workings of a public
private partnership.
The Authority wishes to retain maximum flexibility in awarding the
contract and is prepared to consider a variety of possible development
and construction options provided they meet the Authority's minimum
requirements which will be set out in the invitation to negotiate.
The Authority may wish the development partner to provide or procure
property and facilities management services where this provides value for
money for the Authority. Although these services may be procured, the
main purpose and value of the contract will be for works.
The Authority may seek to adopt the procedure under Article 7(3)(e) of
the Public Works Directive (93/37/EEC) for new works consisting of the
repetition of similar works to those for this project and appropriate
change mechanism procedures will be included within the contract.
The Authority reserves the right to terminate the procurement process at
any stage and not to award the contract for any reason.
