II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The following council services are
currently anticipated as potentially falling within the scope of a
partnership which may be developed incrementally: design and maintenance,
estates, rethinking construction, asset management, reactive maintenance,
highways, engineering, ICT services, call centre, payroll and revenue and
benefits (as part of a "working alongside" relationship). The scope will
be further developed and refined as the procurement develops.
II.2.2) Options. Description and time when they may be exercised:
Rochdale Metropolitan Borough Council envisage retaining an option to
renew any immediately binding contract for five years beyond an initial
term.
II.3) Duration of the contract or time limit for completion: 120 months
from the award of the contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: A performance bond or
parent-company guarantee or equivalent may be required for any
contractual obligations.

contractors or service providers to whom the contract is awarded: Each
applicant in a consortium bid may be required to accept joint and several
liability.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: The council intends to operate a
pre-qualification stage to assist in selecting applicants to be invited
to proceed to the next stage of the competition. An information pack and
pre-qualification questionnaire will be sent to each applicant submitting
an expression of interest. Candidates will be evaluated in accordance
with criteria for selection set out at Articles 45 of the Directive of
the European Parliament and of the Council on the co-ordination of
procedures for the award of public works contracts, public supply
contracts and public service contracts approved in Brussels on 9.12.2003
and in accordance with their financial and economic standing, ability and
technical capacity.

IV.1.3.1) Prior information notice concerning the same contract (if
applicable): Notice number in OJ content list: 2003/S 131-117867 of
11.7.2003.
The council has considered Office of the Deputy Prime Minister Circular
03/2003 issued to Local Government and considers it and additional
protections for staff in the event of a staff transfer will be
obligatory. In addition transferring staff must be offered entry into the
Local Government Pension Scheme.
It will be a condition in any contract awarded that a significant number
of jobs will be created in the Borough of Rochdale and the contractor
will contribute to the regeneration of the borough.
In view of the wider regeneration programme covering the borough, it is
possible that any refurbishment and/or new build work may partly or
wholly be undertaken by another party as part of the wider regeneration
programme and not the Strategic Partnership partner. However, this will
become clearer as the procurement develops.
This procurement is being run in parallel with a separate procurement by
Oldham Metropolitan Borough Council for a strategic service delivery
partnership. Oldham Metropolitan Borough Council has been named as an
additional contracting authority in this notice in order to retain
flexibility to accommodate joint service delivery. Rochdale Metropolitan
Borough Council envisages that a proportion of its requirements could be
delivered jointly to Oldham Metropolitan Borough Council by a contractor
appointed pursuant to this call for competition. Although this is not a
joint procurement for services, candidates may be assessed on their
ability to deliver services across both contracting authorities as part
of the pre-qualification exercise. Tenders may also be evaluated in terms
of joint working proposals for Rochdale Metropolitan Borough Council and
Oldham Metropolitan Borough Council. It is possible that several contract
awards may be made, including contracts with each council individually
and contracts with both councils jointly. Therefore the scope of any
ultimate contract with Rochdale Metropolitan Borough Council alone may
well be smaller than the full range of services outlined in this notice.
All dates, periods and timetables given in this notice, especially those
relating to the opening of tenders, are provisional and the council
reserves the right to amend these.
The council reserves the right not to proceed with any part or the whole
of this procurement at any stage of the process.
