SUSTAINABLE AND EQUITABLE GROWTH TECHNICAL ASSISTANCE PROGRAM
GENERAL PROCUREMENT NOTICE
Project ID No. P083533

1. The Federal Republic of Brazil has applied for financing in the amount of US$12.12 million equivalent from the World Bank toward the cost of the Sustainable and Equitable Growth Technical Assistance Program, and it intends to apply part of the proceeds to payments for goods and consulting services to be procured under this project.

2. The project will finance consultant services, provision of training and equipment to achieve the following results (beneficiaries are indicated in parenthesis):

(i) reducing logistics costs:
· strategic plan defined for Customs’ modernization, clearance procedures reengineered (with time release measurement in place), automation of Customs’ systems improved, and port/cargo security enhancement plan approved (Federal Revenue Secretariat, Ministry of Finance);
· port reform and dock companies restructuring plans prepared and approved (Ministry of Transport); and regulatory accounting and performance monitoring systems established (Waterborne Transport National Regulatory Agency);
· highway strategic plan and management reform program prepared and approved (National Department for Transport Infrastructure); and
· public-private partnership capacity and program monitoring and evaluation system established (Ministry of Transport); and concession evaluation models operational (Land Transport National Regulatory Agency).

(ii) improving the business environment:
· anti-trust system capacity strengthened through improved processes, systems, and training (Secretariat of Economic Law, Ministry of Justice, Secretariat for Economic Monitoring, and Anti-Trust Council;
· bankruptcy framework strengthened through appropriate regulations and training of judges and court personnel (Secretariat of Economic Law, Ministry of Justice); and
· performance assessment of judicial system in resolving economic disputes in public and private sectors completed (Secretariat of Judicial Reform, Ministry of Justice).

(iii) enhancing efficiency and depth of the financial system:
· diagnostic studies and action plans prepared for reducing the cost of credit and reducing financial spreads through studies on financial system competition (Secretariat for Economic Policy, Ministry of Finance);
· studies undertaken on financial access for the poor which includes an evaluation of recent measures adopted (Secretariat for Economic Policy, Ministry of Finance); and
· action plan developed for strengthening insurance regulations and supervision (Insurance Supervisory Authority).

(iv) increasing technological innovation capacity:
· Ministry of Science and Technology’s sector funds monitoring and evaluation system established and reform plan approved (Ministry of Science and Technology);
· capacity for appraising and certifying Clean Development Mechanism projects in place (Ministry of Science and Technology);
· pilot internet technology/social inclusion project completed and evaluated (Ministry of Science and Technology); and
· Ministry of Science and Technology’s strategy to foster nanotechnology industry growth approved (Ministry of Science and Technology).


3. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (published by the Bank in January 1995 and revised in January and August 1996, September 1997 and January 1999), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published by the Bank in January 1997 and revised in September 1997, January 1999, and May 2002).

4. Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.

5.
