Abstract:   UK-Exeter: Devon County Council: strategic service delivery partnership. Description/object of the contract: The Council wishes to procure a Strategic Service Delivery Partnership (SSDP), to provide its professional property services. The partnership will ensure that the property estate makes the most effective contribution towards delivering the Council's corporate strategic goals and service needs. Our vision is to improve the life of Devon's communities by being the leading provider of comprehensive property solutions in the South West. The services which the SSDP will provide are anticipated to fall within the scope of construction and maintenance, property management services and business performance and information management. Such services may include, without limitation:- architectural and design services; asset management; building maintenance and facilities management services; energy and related services; estate management services; health and safety services; ICT systems; management of capital and revenue programmes with framework partners; post and telecommunications services; project management and professional property services; strategic property advice; surveying services. II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: A Strategic Service Delivery
Partnership to manage the County Council's property portfolio, related
work programmes and framework contracts. The contract is anticipated to
be for initially 10 years with an option to renew. The estate currently
comprises approximately 1 000 establishments (4 000 buildings) with an
asset value of GBP 691 million.

contracting authority may exclude any proposed service or element of the
proposed contract depending upon affordability and value for money.
II.3) Duration of the contract or time limit for completion: 120 months
from the award of the contract.

VI.4) Additional information: The Strategic Service Delivery Partnership
(SSDP) will provide a range of property related services as described in
sections II.1.3 - II.1.8 and more particularly in the Business Prospectus
which will be made available to those persons requesting further
information.
The SSDP will be founded on the principles of a non-adversarial and
collaborative approach with appropriate levels of reward and risk being
shared between the partners.
The Service provision must provide for a seamless transition, be
accessible, customer focused and delivered to a high standard within a
performance management culture of collaborative working, innovation and
continuous improvement supported by Key Performance Indicators.
The SSDP must implement the principles of national policies on rethinking
construction, achieving excellence, revitalising health and safety and
supply chain integration. In addition the SSDP must be prepared to
operate within and react to certain policy parameters of the County
Council and to policies and best practice that emerge from Central
Government.
There will be a requirement of the SSDP to enter into some service level
agreements with other sections of the County Council who currently
provide professional and support services to Devon Property.
The Council wishes to retain sufficient flexibility within whatever
contractual arrangements are arrived at for the strategic partnership for
it to adapt to future changes in circumstances. The contractual
arrangements may involve immediately binding contracts and/or framework
agreements. The Council envisages that any framework agreement would be
with a single service provider.
In addition to service category 12 in section II.1.3 the following
categories will also apply: 1, 2, 5, 7, 8, 11, 14, 17, 23, 27.
The partnership may commence with a scope that is narrower than the range
of possible services indicated in this OJEU notice and develop to
encompass further services within the stated scope incrementally.
Details of the procurement are more particularly described in the
Business Prospectus, available from the person referred to in Section
I.1. Those interested in bidding will be asked to complete a
Pre-Qualification Questionnaire (PQQ), which can be obtained by
contacting the person referred to in section I.1. Those bidders who
pre-qualify will move into the next stage of the procurement process. In
the event that following the PQQ it is not possible to reduce the number
of bidders to a manageable number with whom to negotiate the Council may
choose to move to an Invitation to Submit Outline Proposals (ISOP). It is
emphasised, however, that this is not a two stage pre-qualification.
Following the PQQ evaluation, and if required the ISOP short listed
bidders will be invited to tender and then to develop the output
specification and performance based payment mechanism in partnership with
the County Council.
The County Council intends to follow the Government guidance contained in
ODPM Circular 3/2003 which includes specific guidance relating to TUPE
and pensions.
