Abstract:   Real Estate Services. The BBC is seeking a contractor to manage its entire operational property rates (business tax) portfolio through the United Kingdom. Primarily the service includes administering the property rates and liaison with local councils. The successful contractor will manage the rates aspects of this portfolio on a day to day basis, lodge and deal with all appeals associated with revaluation and authorize payment of all rates bills. In general terms the portfolio consists of over 500 key buildings and 200 small masts and dishes, comprising a total area of over 8 000 000 ft2 of space, of which approximately 2 350 000 ft2 is leasehold. The majority of space is in the UK - London and 6 main regional centres around the United Kingdom (Glasgow, Belfast, Cardiff, Manchester, Bristol and Birmingham). The remaining space provides accommodation for over 40 local radio stations and their outstations. The BBC is looking for a contractor who has a broad range of experience within the UK corporate real estate market, and who is resourceful and can deliver a high quality service via regional offices. The contractor would be expected to develop a strong working relationship with BBC's managing agents. Develop an understanding of complex (and very specific) valuation issues involved in the wide range of types of BBC's properties. Adopt a proactive approach to saving the BBC money in addition to having the ability to think ahead and anticipate the BBC's requirements. CPV: 70000000.

VI.4) Additional information: The BBC may elect to procure all or part
of the required services/goods by means of an electronic tendering
facility and/or an electronic reverse auction.
The awarding authority reserves the right not to award a contract and to
annul the procurement process at any stage. Tenders and all supporting
documents must be priced in sterling and all payments will be made in
sterling. The contract shall be subject to English law. The awarding
authority does not bind itself to accept the lowest, or any tender and
reserves the right to accept part of a tender unless the tenderer
expressly stipulates otherwise in the tender document.
In order for applications to be considered, a questionnaire is required
to be completed by all applicants.
Completed questionnaires should be returned with any attachments by

midnight on 14/05/2004. Tendereres should note that in order to keep
