Municipal Water and Wastewater Project

Transmission and Distribution Mains Materials

Credit No: 3730-ALB

Contract Number: GFL1

This invitation for bids follows the general procurement notice for this project that appeared in Development Business no. 611 of 31 July 2003.

The Ministry of Territorial Adjustment and Tourism of Albania (the Ministry) has received a credit from the International Development Association (IDA) toward the cost of the Albania Municipal Water and Wastewater Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Transmission and Distribution Mains Materials (GFL 1). Berlinwasser International AG (the Private Operator), acting on behalf of the Water Companies of Durrës, Fier, Lezhë and Sarandë now invites sealed bids from eligible bidders for supply of water supply network and transmission main materials, fittings, valves, DCI pipes up to DN 500, air valves, etc. The first delivery shall take place within three months of contract award and all deliveries shall not exceed 4 months from the establishment of the letter of credit.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from Berlinwasser International AG, acting on behalf of the Water Companies of Durrës, Fier, Lezhë and Sarandë at the address below during office hours (0800 to 1600 hours). A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 100.- or equivalent in Albanian Lekë. The method of payment will be direct Transfer to Tirana Bank, Durrës Branch, Account of Durlin Water sh.p.k, Account No. 0110-302060-100 for deposit in Albanian Lekë and Account No. 0110-301060-101 for deposit in Euro. The document will be sent by courier service.

Bids must be delivered to the address below by May 28, 2004 at 10.00 hours (local time). All bids must be accompanied by a bid security of not less than 2% of the bid price in local currency or an equivalent amount in a freely convertible currency. Bids will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below at 10.00 hours (local time) on May 28, 2004. Late bids will be rejected.
