II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: The contract duration will be a period
of up to four and a half years. The turnover of the contract will be in
the region of 1 500 000 GBP per annum. The contracting authority may
require the contractor to take advantage of an option to buy, and make
available for use at the Crystal Palace site, general assets owned by the
incumbent supplier.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: The Contracting Authorities
reserve the right to request deposits, guarantees, a performance bond,
parent company guarantee or other forms of appropriate security.
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: The contractor will be expected to take a specified
income and expenditure risk and to agree arrangements for sharing in any
profits. The operation is intended to be based on an index linked net
deficit/surplus guarantee basis within specified parameters although
other forms of financing may be considered.
Other than as required by the agreed planned preventative maintenance
programme or the potential requirement to buy general assets for use at
the site, the contractor is not required to invest any capital or be
responsible for National Non Domestic Rates payments.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: The
Contracting Authorities are seeking a lead contractor or similar type
arrangement. A consortium tender is acceptable.

VI.4) Additional information: The London Development Agency has the
option to take a long-term lease from Bromley Borough Council for the
entire Crystal Palace Park.
The London Development Agency currently wishes to keep the sports site
(the stadium, sports center and accommodation) open whilst they consider
their options for the entire Crystal Palace Park.
Sport England has renewed its lease for the whole sports site with
Bromley Borough Council to cover the period April 2004 - March 2006.
After March 2006, Sport England's interests in the Crystal Palace
National Sports Centre with Bromley Borough Council will fall away, with
a new lease being granted to the London Development Agency. The contract
will stipulate that Sport England will have no liability in respect of
any period after its lease expires.
The London Development Agency and Sport England will enter into the
contract for the operation of the Crystal Palace National Sports Centre
on the basis that Sport England will be primarily responsible in the
first eighteen months; thereafter the London Development Agency will take
full responsibility for running the contract.
