NEW MILLENNIUM SCHOOL PROJECT- CEARA QUALITY BASIC EDUCATION

GENERAL PROCUREMENT NOTICE

Loan/Credit No.4591-BR

This General Procurement Notice updates the Notice published in the Development Business issue n.571, on November 30, 2001.

The State of Ceará has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 90,000,000 equivalent, toward the cost of the New Millennium School Project- Ceara Quality Basic Education, and it intends to apply the proceeds of this loan to payments of goods, works, related services and consulting services to be procured under this project.

The project includes the following components and parts:

PART A: Improving School Quality and Efficiency
1. Enhancing the teacher's professional performance and early childhood development programs.
2. Upgrading the Basic Education State Schools to Achieve Basic Operational Standards.
3. Reducing the Age-Grade Distortions through the Acceleration Program.
4. Strengthening the Pedagogical Follow-up System

Procurements of goods/services under this Part include:

 Acquisition of teaching-learning material (Science Laboratory).
 Acquisition of teaching-learning material (Computer Laboratory).
 Acquisition of didactic material for Basic Education schools.
 Acquisition of equipment to assist Special Education students.
 Acquisition of furniture and equipment for Basic Education schools.
 Acquisition of books and other didactic material (Video and Software)
 Didactic material printing services.

PART B: Expanding Access
1. Improvement of Basic Education Access for Drop-out and Excluded Youth.

Procurements of goods/services under this Part include:

 Consulting services for restructuring/implementation of Telensino.

PART C: Decentralization and Institutional Development
1. Strengthening Institutional Modernization

Procurements of goods/services under this Part include:

 Consulting services for Implementation of Universalized SPAECE (Ceará Permanent Education Evaluation System).
 Digitalization of filed processes.
 Production of software and technology transfer.

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in the United Nations Development Business, Folha de Sao Paulo, at national level, and O POVO newspaper, at local level.

Interested eligible bidders who wish to be included on the mailing list to receive an invitation to bid under ICB procedures, and interested consultants who wish to receive a copy of the advertisement requesting expressions of interest for large-value consultants’ contracts, or those requiring additional information, should contact the address below.
