Abstract:   Strategic Service Delivery Partner. The council is looking to develop an incremental strategic service delivery partnership, focused on the management and maintenance of the council's property portfolio. The partnership may also be extended to include other local authorities which Tamworth are in partnership with, and is expected to include similar functions on behalf of North Warwickshire Borough Council. As a brief overview the portfolio for Tamworth Borough Council consists of the following: corporate operational property (59), industrial (101). commercial (34), local shops/town centre shops (62/16), heritage sites (3) including castle, ground rents (16 mostly over a 99-year period), North Warwickshire consists of: industrial (65), shops (35) and office premises (5). Consideration by the partnership will also be given in the future to expand the arrangement to other service delivery areas as appropriate. to other authorities and regions with which the partnership may
incorporate.

II.2) Quantity or scope of the contract
II.2.1) Total quantity or scope: As the partnership will initially be
based on the councils' property portfolio, all interested organisations
must be able to provide property management and maintenance services.
However as this is an incremental partnership the other areas identified
in this notice may be considered to be included within the partnership at
some point in the future and on an ongoing basis. However not all service
areas listed in the notice have to be within the remit of the interested
organisations. The partnership may be extended over time to incorporate
other support services and customer services, with the partner playing an
important role in helping the council with new ways of modernising and
delivering its services. The council considers that strategic service
partnership(s) can have a crucial role to play in meeting this objective,
introducing innovation to transform the quality of the service provision
and to support and enhance the way the council responds to residents and
business. It may achieve this by adopting business re-engineering
processes internally, including the introduction and use of customer call
centres. The potential scope of this incremental partnership therefore
includes strategic general, professional and support services which may
includes some or all of the following service areas: insurance, real
estate, architectural, accounting, business and administration services,
payroll, computer-related services, and software, human resources,
customer services, revenues and benefits, civil engineering,
accommodation and office services.
Tenders may be submitted for one lot.
II.2.2) Options. Description and time when they may be exercised:
Partnership duration will be a minimum of seven years, with options to
extend beyond this up to a maximum partnership duration of 15 years.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

technical capacity required: Providers will be required to complete a
pre-qualification questionnaire containing selection criteria in
accordance with Articles 29-34 of Directive 92/50 (as amended). The pre-
