Abstract:   Sunderland arc Consultants Panels. Sunderland arc and its partner Contracting Authorities wish to establish panels of consultants in a range of disciplines to provide a standing resource of the skills required to develop and implement sustainable regeneration strategies for the various sites, including some of regional significance, within its area of operation. Framework agreements are expected to be awarded in the panel groupings for the provision of the services listed in II.1.6) to Sunderland ARC and its partner Contracting Authorities, namely: One North East, English Partnerships, City of Sunderland Council. It is expected that panels of a minimum of 3 to 5 practices will be established to provide services in each of the undernoted disciplines: 1. Commercial Property Agency Services, 2. Demolition & Site Clearance Engineering Services, 3. Development Consultancy Services, 4. Planning Consultancy Services. partner Contracting Authorities wish to establish panels of consultants
in a range of disciplines to provide a standing resource of the skills

II.2.1) Total quantity or scope: Separate framework agreements are
expected to be entered into in respect of projects under each of the
consultancy services identified in II.1.6).
The agreements will be for the provision of services on a call off basis
over a period of 4 years.
II.2.2) Options. Description and time when they may be exercised: Not
applicable.
II.3) Duration of the contract or time limit for completion: 48 months
from the award of the contract.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required: The Contracting Authority
reserves the right to demand any deposits, guarantees, bonds and
insurance cover it deems appropriate.
III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions: Details will be provided to those who are invited to
tender.
III.1.3) Legal form to be taken by the grouping of suppliers,
contractors or service providers to whom the contract is awarded: In the
event of a joint bid it will be necessary for each member to sign an
undertaking that they will each be jointly and severally responsible for
each contract before acceptance on the panel.
III.2) Conditions for participation
III.2.1) Information concerning the personal situation of the
contractor, supplier or service provider and information and formalities
necessary for the evaluation of the minimum economic, financial and
technical capacity required: Two hard copies of the following information
should be provided to the address shown in I.2 above by the time and date
shown in IV.3.3.
III.2.1.1) Legal position - means of proof required: For a single
contracting entity, a certificate of incorporation as a company.
For a group of companies, heads of agreement for proposed consortium or
joint venture.
Confirmation that none of the grounds for exclusion from participation in
the contract as set out in Article 29 of Council Directive 92/50/EEC
apply to the service provider.
An organisational profile of the service provider including type of
organisation, parent and subsidiary companies, full contact details, date
established, VAT number and banker's details.
III.2.1.2) Economic and financial capacity - means of proof required:
Last three years audited accounts.
Bankers references.
Certificate of Professional Indemnity Insurance.
III.2.1.3) Technical capacity - means of proof required: A statement
showing average manpower and number of managerial staff over the past
three years broken down to discipline where relevant.
Educational and professional qualifications of the service provider's
managerial staff and in particular those of the person or persons
responsible for providing the services. CVs should be provided for all
key personnel.
For each of the services for which you wish to be shortlisted, a list of
commissions undertaken by you within the past three years which would
demonstrate your ability to provide these services in major urban
regeneration projects together with details of any other projects you may
consider relevant. Details should include a contract description,
contract value, description of services provided and their value.
Names and full contact details of three persons to whom reference could
be made in respect of the services provided by you on the commissions
listed above.
Details of your organisation's measures for ensuring quality, details of
your quality attestation registrations, details of your research
facilities and your approach to contract and project management.
Details of your registration with any relevant national body for
providing the selected services.
Details of any proportion of the contract you intend to contract to
another person.
