This invitation for tenders follows the general procurement notice for
this project which was published in Procurement Opportunities, dated 29
September 2001.
ZGOS, the Municipal Solid Waste Management Company of the City of Zagreb,
hereinafter referred to as 'the Employer', intends using part of the
proceeds of a loan from the European Bank for Reconstruction and
Development (the Bank) towards the cost of the Jakusevec landfill
rehabilitation project.
The Employer now invites sealed tenders from contractors for the
following contract package to be funded from part of the proceeds of the
loan:
Infrastructure III lot 2 - lot 4 consists of:
Lot 2A, AI; AI - south and west perimeter roads.
Lot 2A, AII; AII - hydrant network - stage IV.
Lot 2B - rehabilitation of the area between the east landfill fence and
the railway track.
Lot 3A - outdoor lighting of the fence and roads.
Lot 3B - technical solution - relocation of the connection control box.
Lot 3C - main design - telephone and computer network distribution.
Lot 4A - fence around the landfill.
Lot 4B - fence within the landfill.
Construction period is expected to start on 2 May 2004 and to be
completed by 1 July 2004.
Tenders are to be submitted for the total of the contract package (all
lots).
Tendering for contracts to be financed with the proceeds of a loan from
the Bank is open to firms from any country. The proceeds of the Bank's
loan will not be used for the purpose of any payment to persons or
entities, or for any import of goods, if such payment or import is
prohibited by the decision of the United Nations Security Council taken
under Chapter VII of the Charter of the United Nations or under a law or
official regulation of the Employer's country.
To qualify for the award of a contract, tenderers must satisfy the
following minimum criteria:
(a) average annual turnover as prime contractor (defined as billing for
works in progress and completed) over the past 3 years of 2 000 000 EUR
(two million euros) or equivalent;
(b) successful experience as prime contractor in the execution of at
least one project of a nature and complexity comparable to the proposed
contract within the past 3 years;
(c) the applicant shall demonstrate that it has access to, or has
available, liquid assets, unencumbered real assets, lines of credit, and
other financial means sufficient to meet the construction cash flow for
the contract for a period of 4 months, estimated as not less than 250 000
EUR or equivalent, taking into account the applicant's commitments for
other contracts.
A current company bank statement or declaration of monthly solvency must
be provided to substantiate the above.
(d) Experienced managerial and site staff and qualified equipment to
execute the project in the time scale and costs required.

In addition a copy of the payment order with the full name and postal
address of the potential bidder should be forwarded by telefax to ZGOS,
for the attention of Mr Zdravko Vac at the address below.
If requested, the documents will be promptly dispatched by courier, but
no liability can be accepted for loss or late delivery.
Tenders must be accompanied by a tender security of 50 000 EUR (fifty
thousand euros) or its equivalent in kunas.
Tenders must be delivered to the office at the address below at or before
14:00 hrs on Thursday 25 March 2004, at which time they will be opened in
the presence of those tenderers' representatives who choose to attend.
A register of potential tenderers who have purchased the tender documents
may be inspected at the address below.
